鄞州区新型都市工业公共政策的目标设定和策略选择

【摘要】：随着城市化和工业化发展到一定阶段,为适应城市发展和经济转型升级,土地、能源等要素利用率高、生态环保的都市工业成为必然选择。鄞州区作为城市和工业高度发展的东部沿海城区,大力发展新型都市工业将成为其建设“质量新鄞州”的重要战略之一。本文通过综合运用公共政策、公共治理、经济及城市规划等方面的理论,结合实际,拟定了鄞州区新型都市工业的发展目标,并有针对性的提出了对策。全文分为五部分,共六章:第一部分是绪论。提出本论文的研究背景和现实意义,分析课题的研究现状,在此基础上提出研究思路和方法。第二部分首先介绍都市工业和公共政策的概念,然后提出本文的理论基础,接着分析了国内外先驱的都市工业案例,为寻求鄞州的都市工业公共政策模式打好基础,最后预测都市工业公共政策的发展趋势。第三部分含三、四两章。先系统分析了鄞州发展都市工业的优势和劣势、机遇和挑战,从管理和决策层面提出了都市工业面临的困境。接着,描述了新型都市工业公共政策的价值取向。同时结合实际,规划了鄞州区新型都市工业公共政策的愿景和宏观目标,并从产业导向、基础夯实、载体建设、目标量化等方面设定了具体目标体系。第四部分是策略篇。先提出了四种较创新的都市工业管理模式并予以评估,接着分别从提高决策主体素质和能力、完善公共政策体系、强化要素支撑三方面阐述新型都市工业公共政策的强化举措,最后再从评估、监督和问责机制方面来进一步完善策略体系。第五部分是结束语。归纳本文的创新点,并提出不足和展望。
[Abstract]:With the development of urbanization and industrialization to a certain stage, in order to adapt to the urban development and economic transformation and upgrading, land, energy and other factors of high utilization, eco-environmental protection of urban industry has become an inevitable choice. Yinzhou District, as the eastern coastal area with high urban and industrial development, will be one of the important strategies for the construction of "New Yinzhou of quality" by vigorously developing the new urban industry. Through the comprehensive application of the theories of public policy, public administration, economy and urban planning, and combining with the practice, this paper draws up the development goal of the new urban industry in Yinzhou District, and puts forward some countermeasures. The full text is divided into five parts, a total of six chapters: the first part is an introduction. The research background and practical significance of this paper are put forward, and the present situation of the research is analyzed. On the basis of this, the research ideas and methods are put forward. The second part first introduces the concept of urban industry and public policy, then puts forward the theoretical basis of this paper, and then analyzes the domestic and foreign pioneers of urban industry cases, for seeking Yinzhou urban industrial public policy model to lay a good foundation. Finally, the development trend of urban industrial public policy is forecasted. The third part contains three and four chapters. Firstly, this paper systematically analyzes the advantages and disadvantages, opportunities and challenges of Yinzhou's development of urban industry, and puts forward the plight of urban industry in terms of management and decision-making. Then, it describes the value orientation of the new urban industrial public policy. At the same time, the vision and macroscopic goal of the new urban industrial public policy in Yinzhou district are planned, and the concrete target system is set up from the aspects of industry orientation, foundation ramming, carrier construction, target quantification and so on. The fourth part is the strategy chapter. This paper first puts forward four innovative urban industrial management models and evaluates them, then expounds the strengthening measures of new urban industrial public policies from three aspects: improving the quality and ability of the decision makers, perfecting the public policy system and strengthening the support of the elements. Finally, from the evaluation, supervision and accountability mechanism to further improve the strategic system. The fifth part is the conclusion. This paper summarizes the innovative points, and puts forward the shortcomings and prospects.
