【摘要】：正在国家治理过程中,时间管理并非只有统一时间标准,划分工作阶段,明确最后期限等自上而下规定时间的方式,还需要各主体之间进行时间协调,根据实际情况调整时间安排,保持时间管理的弹性。社会分化和劳动分工是现代社会的基本特征,因此,在很大意义上,国家治理就是对分化的控制,对分工的协调,以使多元化的社会能够实现有效合作,保持良好秩序。时间管理作为国家治理的基本方式,理应起到
