新时期神木县基层信访工作问题研究

【摘要】：十一届三中全会以来,三十多年的改革开放推进着我国经济、政治、文化等领域全面飞速地发展,新时期人民日益增长的物质文化需要同落后的社会生产之间的矛盾直接考验政府执政的驾驭能力,管理与满足人民群众日益丰富的多元化的要求是政府以及执政党必须面对的问题。社会内各种矛盾的逐渐显现需要政府部门为广大人民群众提供诉求表达、利益协调和权益保障的畅通渠道。而信访作为社会管理手段中的一个重要组成部分,就起到了沟通人民群众与政府部门的桥梁作用。基层信访工作作为整个信访工作的主体部分,将信访解决在基层是我国信访制度设计的大方向,也是今后我国整个信访工作的基本点。现处于改革发展关键时期的中国,经济体制深刻变革、利益格局深刻调整、社会结构深刻变动、思想观念深刻变化,大量社会矛盾纠纷涌现。而基层信访对于协调利益冲突、化解社会矛盾的作用日益突出,对维护社会稳定、构建和谐社会的意义日益显现。本文以神木县基层信访工作为研究对象,针对与基层信访工作有关的信访概念进行说明,详细介绍神木县基层信访组织结构、信访工作流程及其法律依托,归纳总结出目前神木县基层信访工作中存在的信访总量持续增加、信访案件焦点集中、信访形式多种多样、信访问题复杂、信访目的利益性显著等特点,分析新时期神木县基层信访工作产生的问题并剖析其原因,寻找症结,并在国内外信访工作已有成功经验的基础上,试图探求有针对性、可操作性、符合实际性的基层信访工作对策,以化解新时期神木县基层政府信访工作所面临的挑战,也能对全面小康社会建设与和谐社会发展能有所裨益。
[Abstract]:Since the third Plenary session of the Eleventh Central Committee, more than 30 years of reform and opening up have promoted the overall and rapid development of China's economy, politics, culture and other fields. The contradiction between the growing material and cultural needs of the people and the backward social production in the new era directly tests the governing ability of the government. It is a problem that the government and the ruling party must face. The gradual emergence of various contradictions in the society requires government departments to provide unimpeded channels for the masses to express their demands, coordinate their interests and safeguard their rights and interests. As an important part of social management, letters and visits act as a bridge between the masses and government departments. As the main part of the whole petition work, it is the major direction of the design of the petition system in our country to solve the complaint and petition work at the grass-roots level, and it is also the basic point of the whole letter and visit work in the future. At present, China is in the critical period of reform and development, with profound changes in economic system, profound adjustment of the pattern of interests, profound changes in social structure, profound changes in ideology and ideas, and emergence of a large number of social contradictions and disputes. The role of grassroots letters and visits in coordinating conflicts of interest and resolving social conflicts is becoming increasingly prominent, and the significance of maintaining social stability and building a harmonious society is becoming increasingly apparent. This paper takes the basic level petition work of Shenmu County as the research object, explains the concept of letter and visit related to the basic level letter and visit work, and introduces in detail the organization structure, the work flow and the legal support of the letter and visit work at the grass-roots level in Shenmu County. Summing up the characteristics of the total number of letters and visits existing in the grass-roots petition work in Shenmu County at present, the focus of petition cases is concentrated, the forms of letters and visits are various, the problems of letters and visits are complex, and the purpose of letters and visits is significant, etc. This paper analyzes the problems arising from the petition work at the grass-roots level in Shenmu County in the new period, analyzes its causes, finds out the crux of the problem, and tries to explore the pertinence and maneuverability on the basis of the successful experience of the letters and visits work at home and abroad. The practical countermeasures of petition work at the grass-roots level in order to resolve the challenges faced by the grass-roots government in Shenmu County in the new period can also benefit the construction of a well-off society in an all-round way and the development of a harmonious society.
