【摘要】：近年来我国随着城市化进程的日益推进,如何使社会管理更加有序、更富活力已经成为政府与学界普遍关注的重要课题。本文立足于我国现代化进程中城市化快速推进的基本社会背景,研究我国社会管理与城市化发展相适应的转型问题。起源于西方工业化进程的社会管理是一个动态发展的过程,需要随着现代社会的变迁不断调整。我国的社会管理由于受到长期传统计划经济体制的影响,社会管理一直都被看成经济管理机制的附属品。但现代化的深入推进已经从根本上改变了我国传统的社会结构,这尤其表现在我国快速发展的城市化进程中社会管理面临着重大挑战。本文通过研究我国当前的社会管理现状,分析其在现代化转型中存在的不足,主要包括社会管理需求的扩大与社会管理功能不足的矛盾突出,面对公众新的社会管理需求,传统的控制、强制等方式已难以实施；城市化过程中利益冲突加剧了对社会管理的冲击与考验；城市外来人口的融入障碍尚未消除等等。我国社会管理对城市化发展的适应不足主要因为社会管理理念滞后,社会管理模式单一,社会诉求机制不顺畅,社会转型中利益分化严重等。在此基础上,本文整理分析了我国部分地区的社会管理创新实践,总结其有益的探索经验,从而指出进一步改善我国社会管理的理念、原则及其相关对策。本文主要分为六大部分。第一章绪论,主要介绍了我国社会管理的研究背景、相关理论基础、研究内容和研究采用的主要方法；第二章对社会管理的基本内涵和相关理论进行了简要介绍；第三章对我国城市化进程对社会管理产生的影响进行详细的分析,指出我国在城市化进程中社会管理存在的问题及其主要原因；第四章介绍了我国政府社会管理中几种创新实践,总结其管理经验,以获得相关的启示；第五章探讨我国城市化进程中我国政府社会管理的思路、原则,以及具体措施；第六章为结论,对全文进行归纳与总结。
[Abstract]:In recent years, with the development of urbanization in China, how to make the social management more orderly and more dynamic has become an important issue that the government and academic circles pay more attention to. Based on the basic social background of the rapid development of urbanization in the process of modernization in China, this paper studies the transformation of China's social management and urbanization development. Social management, which originated from the process of western industrialization, is a dynamic development process, which needs to be adjusted with the changes of modern society. Because of the influence of the traditional planned economy system, the social management in our country is always regarded as the subsidiary of the economic management mechanism. However, the deepening of modernization has fundamentally changed the traditional social structure of our country, which is especially reflected in the rapid development of urbanization in China in the process of social management is facing a major challenge. By studying the current situation of social management in China, this paper analyzes its shortcomings in the process of modernization transformation, mainly including the contradiction between the expansion of social management demand and the insufficiency of social management function, and the new social management needs of the public. Traditional control and compulsion have been difficult to carry out; conflicts of interest in the process of urbanization have intensified the impact and test on social management; the barriers to the integration of the urban foreign population have not been eliminated. The insufficient adaptation of social management to the development of urbanization is mainly due to the lag of the concept of social management, the single mode of social management, the unsmooth mechanism of social appeal, the serious differentiation of interests in the social transformation, and so on. On this basis, this paper analyzes the innovation practice of social management in some parts of China, summarizes its beneficial exploration experience, and points out the ideas, principles and relevant countermeasures to further improve social management in China. This paper is divided into six parts. The first chapter is introduction, mainly introduces the research background, the related theory foundation, the research content and the research main method of our country social management, the second chapter has carried on the brief introduction to the social management basic connotation and the correlation theory; The third chapter makes a detailed analysis of the impact of the urbanization process on the social management in China, and points out the problems and main reasons of the social management in the process of urbanization. The fourth chapter introduces several innovative practices of Chinese government social management, summarizes its management experience in order to obtain relevant enlightenment, and discusses the ideas, principles, and concrete measures of Chinese government social management in the process of urbanization. The sixth chapter is the conclusion, the full text is summarized and summarized.
