基于AHP的西宁市基层公务员公共服务能力建设研究

【摘要】:基层公务员是公务员群体中最庞大的群体,也是传达和执行国家政策的中间力量。而且基层公务员能力是政府能力的集中体现,基层公务员能力的高低直接决定了政府的行政效率的高低。基层公务员作为国家各项政策法规的执行者和公共服务的提供者,其能力建设也越来越受重视。西宁作为青海省的省会,是青海省政治,经济、科技、教育、文化的中心,以西宁市基层公务员的公共服务能力建设为研究对象,不仅具有普遍性和代表性,且对西宁市乃至全国基层公务员公共服务能力建设的提升具有重要的理论和实践意义。首先,通过阅读和查阅了大量的文献资料并对西宁市8的区进行实地走访调研,梳理了西宁市基层公务员公共服务能力建设的现状和问题。其次,通过构建西宁市基层公务员公共服务能力建设中存在问题指标体系和西宁市基层公务员公共服务能力建设指标体系,借助层次分析法(AHP),研究发现了西宁市基层公务员公共服务能力建设中存在的主要问题和公共服务能力建设应该重点关注的方面。最后,结合分析中发现西宁市基层公务员公共服务能力建设中的主要问题和西宁市公共服务能力建设应该重点关注的指标,提出了以下对策建议:(1)转变官本位思想,强化服务意识;(2)提升文化技能,切实提高公务员服务水平;(3)完善培训机制,大力提升公务员综合素质;(4)完善绩效考核机制,充分发挥考核作用;(5)加强社会监督,在压力中促进服务型政府建设。
[Abstract]:Grass-roots civil servants are the largest group of civil servants, and also the intermediate force to convey and implement national policies. And the ability of grass-roots civil servants is the concentrated embodiment of government ability, and the ability of grass-roots civil servants directly determines the administrative efficiency of the government. As the executor of national policies and regulations and the provider of public service, grass-roots civil servants pay more and more attention to their capacity building. Xining, as the capital of Qinghai Province, is the center of politics, economy, science and technology, education and culture in Qinghai Province. And it has important theoretical and practical significance for the promotion of the public service capacity construction of the grass-roots civil servants in Xining city and even the whole country. First of all, through reading and consulting a large number of documents and field visits to Xining 8 district, this paper combs the current situation and problems of public service capacity construction of grass-roots civil servants in Xining city. Secondly, through the construction of Xining City grass-roots civil servant public service capacity construction existing problems index system and Xining grass-roots civil servant public service capacity construction index system, With the help of the Analytic hierarchy process (AHP), the paper finds out the main problems existing in the construction of the public service capacity of the grass-roots civil servants in Xining and the aspects which should be paid attention to in the construction of the public service capacity. Finally, combining with the main problems in the construction of the public service capacity of the grass-roots civil servants in Xining City and the indicators that should be paid attention to in the construction of the public service capacity in Xining City, this paper puts forward the following countermeasures and suggestions: 1) change the official standard thought. Strengthen the service consciousness to improve cultural skills, improve the service level of civil servants to improve the training mechanism, vigorously improve the overall quality of civil servants. 4) improve the performance appraisal mechanism, give full play to the role of assessment. 5) strengthen social supervision. Promote the construction of service-oriented government under pressure.
