基于协同管理理论的广东省渡口渡船安全管理研究

【摘要】：长期以来,渡口渡船管理工作一直是“政府忧心、行业管理部门担心、人民群众关心”的大事,2005年9月27日至2007年9月30日交通运输部、国家安监总局在全国范围内开展为期两年的渡口渡船安全管理专项整治活动,对完善渡口设施设备配套,改善渡船技术状况,促进规范管理起到积极作用。多年过去,渡口渡船的安全管理状况仍然令人担忧,目前广东省渡口渡船安全管理仍存在渡口渡船安全未能引起地方政府的足够重视、管理体制机制不完善、渡运公共服务能力低下、渡口渡船安全危机处理机制薄弱等问题。本文指出当前广东省内渡口渡船安全管理现状和存在问题,对存在问题原因进行分析,通过借鉴国内其他地区先进管理经验,运用服务型政府和协同管理理论进行研究,提出了完善地方政府主导的行政管理体制和建立健全渡口渡船安全管理联动工作机制,构建私营部门、非营利组织参与的渡口渡船安全公共服务体系,构建社会广泛参与的渡口渡船应急救援体系和构建社会公众参与的渡口渡船安全管理效能监督和评价体系等途径来构建多元主体协同的渡口渡船安全管理体系,尝试探索一个系统科学的渡口渡船安全管理模式,以实现渡口渡船安全管理从传统的“管制型”向社会协同的“服务型”转变。
[Abstract]:For a long time, ferry management has been a major event of "the government is worried, the industry administration is worried, and the people are concerned." from September 27, 2005 to September 30, 2007, the Ministry of Transportation and Transport, The State Administration of Safety Supervision and Supervision has launched a two-year nationwide special regulation on the safety management of ferries, which has played a positive role in improving the facilities and facilities of ferries, improving the technical conditions of ferries, and promoting standardized management. Over the years, the safety management of ferries is still worrisome. At present, the safety management of ferries in Guangdong Province still exists. The safety of ferries has not attracted enough attention from local governments, and the management system and mechanism are not perfect. The public service capacity of ferry is low, the safety crisis management mechanism of ferry is weak and so on. This paper points out the present situation and existing problems of the safety management of ferries at Neidukou in Guangdong Province, analyzes the causes of the problems, studies the problems by using the advanced management experience of other regions in China for reference, and applies the theory of service-oriented government and cooperative management. The paper puts forward to perfect the administrative management system led by the local government, establish and perfect the joint working mechanism of ferry safety management, and construct the public service system of ferry safety with the participation of the private sector and non-profit organizations. Constructing the emergency rescue system of ferry and the safety management efficiency supervision and evaluation system of ferry boat, which is widely participated by the society, and so on, to construct the safety management system of ferry boat which is coordinated by multiple subjects. This paper attempts to explore a systematic and scientific mode of ferry safety management in order to change the safety management of ferry from traditional "control" to "service".
