我国少数民族高层次骨干人才培养政策研究

【摘要】:少数民族高层次骨干人才培养政策是党和国家在高等教育阶段对民族地区特别是西部民族地区学生采取的一项特殊政策,是贯彻党的民族政策、落实科教兴国和人才强国战略和配合实施西部大开发战略的重大举措。少数民族高层次骨干人才培养政策的制定和实施,为逐步缓解和扭转民族地区少数民族高层次人才匮乏的状况,推进我国民族团结以及促进地区经济社会全面快速发展提供了重要保证。少数民族高层次骨干人才培养政策的出台是我国少数民族人才培养政策不断演进的结果。新中国成立以来,党和国家制定和实施了一系列少数民族人才培养政策,其演进历程经历了新中国成立初期少数民族党政干部培养政策、全面建设社会主义时期技术管理人才与党政干部并重培养政策和改革开放以来少数民族专业人才培养政策。少数民族高层次骨干人才培养政策就是改革开放以来少数民族专业人才培养政策之一。少数民族高层次骨干人才培养政策的制定是将民族理论和现实民族教育问题相结合的过程。马克思主义民族理论是理论依据,我国少数民族和民族地区现状以及存在的民族教育问题是现实依据,新中国成立以来我国民族教育政策的成功经验以及民族地区发展的实际需求是实践依据。实施少数民族高层次骨干人才培养政策目前面临的挑战主要表现在服务民族地区意识亟需增强、学校人才培养质量有待提高和人才科学使用更应合理。要实现少数民族高层次骨干人才培养政策的可持续发展,就需要结合现实问题对该项政策进行不断地调整和完善。基于目前少数民族高层次骨干人才培养政策在实施过程中存在的主要问题,建议通过强化对学生的约束机制、强化对学校的激励机制和强化地方政府的协作机制这三个途径来进行完善。
[Abstract]:The policy of cultivating high-level minority cadres is a special policy adopted by the Party and the state at the stage of higher education for students in ethnic minority areas, especially in the western minority areas, and is to implement the party's national policy. We will implement the strategy of revitalizing the country through science and education and strengthening the country by talents and cooperating with the implementation of the strategy of developing the western region. In order to gradually alleviate and reverse the shortage of high-level ethnic minority talents in ethnic minority areas, To promote national unity and promote regional economic and social development in a comprehensive and rapid way to provide an important guarantee. The introduction of the policy of cultivation of ethnic minorities' high-level talents is the result of the continuous evolution of the policy of cultivating ethnic minorities' talents. Since the founding of the people's Republic of China, the Party and the state have formulated and implemented a series of policies for the training of ethnic minority personnel, whose evolution has gone through the early years of the founding of the people's Republic of China. The training policy of technical management personnel and party and government cadres in the period of building socialism in an all-round way and the policy of training ethnic minority professional talents since reform and opening up. The policy of cultivating high-level talents of ethnic minorities is one of the policies of cultivating professional talents of ethnic minorities since the reform and opening up. It is a process of combining the theory of ethnic groups with the practical problems of ethnic education to formulate the policy of cultivating high-level talents of ethnic minorities. Marxist national theory is the theoretical basis, and the present situation of ethnic minorities and ethnic regions in China and the existing problems of ethnic education are the realistic basis. The successful experience of our national education policy since the founding of New China and the actual needs of the development of ethnic regions are the practical basis. At present, the challenge of implementing the policy of cultivating high-level talents of minority nationalities is that the consciousness of serving ethnic regions needs to be strengthened, the quality of talents cultivation in schools should be improved and the scientific use of talents should be more reasonable. In order to realize the sustainable development of the policy of cultivating high-level minority talents, it is necessary to constantly adjust and perfect the policy in the light of practical problems. Based on the main problems existing in the implementation of the current policy of cultivating high-level talents of ethnic minorities, it is suggested that the restraint mechanism for students should be strengthened. Strengthen the incentive mechanism of the school and strengthen the cooperation mechanism of the local government to improve the three ways.
