大数据视角下推进基层政务公开研究

【摘要】：政务公开是建设民主、法治、透明政府,保障公民知情权、保证公众参与度的基本要求。国务院印发的《关于2016年推进简政放权放管结合优化服务改革工作要点的通知》,明确要求以政务公开推动简政放权,全面公布地方各级政府部门权力清单和责任清单,做到权力公开透明、群众办事流程清晰明确,加大政务信息数据开放力度。目前,互联网与大数据技术迅猛发展,极大影响着政府行政和社会生活的每个方面。我国将互联网与大数据结合作为技术支持,建立了高效、先进、实用的政务公开平台,形成了更加科学合理的政府运作体系。但目前在技术的运用及观念的更新层面上,基层政府仍然面临着许多挑战。因此,需要关注如何利用大数据进一步推动政务公开工作的发展问题,充分发挥大数据对政务公开的作用与价值。本文从政务公开相关理论出发,紧密结合当下大数据的发展环境背景,分析大数据、区块链与政务公开的相关关系,凸显出大数据对政务公开的辅助价值,紧接着对国外政务公开亮点及国内的经验进行提炼总结,并切入到Z区的实际,对Z区政务公开现状展开民意调查,详细阐述Z区政务公开中的主要成就,剖析存在的主要问题。创新分析了大数据对政务公开的影响,以及区块链技术基于价值传递在政务公开中的创新应用,探索未来政务公开发展趋势。最后提出大数据视角下基层政府做好政务公开的发展思路及平台框架,给出对应的发展策略建议,希望给各地基层政府带来参考价值。
[Abstract]:Open government is the basic requirement of building democracy, ruling by law, transparent government, protecting citizens' right to know and ensuring public participation. The notice issued by the State Council on the key points of the work of promoting the decentralization of power, administration and optimization of service reform in 2016 clearly requires that government affairs be made public to promote the decentralization of power, and that the list of powers and responsibilities of local government departments at all levels be published in an all-round way. Make power open and transparent, clear and clear to the masses, and increase the openness of government information and data. At present, the rapid development of Internet and big data technology has greatly affected every aspect of government administration and social life. With the combination of Internet and big data as technical support, China has established an efficient, advanced and practical open platform for government affairs, and formed a more scientific and reasonable government operation system. However, at present, grass-roots governments still face many challenges in the application of technology and the renewal of ideas. Therefore, it is necessary to pay attention to how to use big data to further promote the development of government affairs openness, and to give full play to the role and value of big data in government affairs openness. Based on the theory of open government affairs and the background of current big data development environment, this paper analyzes the relationship between big data, block chain and government affairs publicity, which highlights the auxiliary value of big data to government affairs openness. Then the highlights of foreign government openness and domestic experience are summarized, and cut into the reality of Z region, the status quo of Z region open government public opinion survey, elaborated in detail the main achievements in the Z region open government affairs. Analyze the main problems. This paper analyzes the influence of big data on the openness of government affairs and the innovative application of block-chain technology based on value transfer in the open government affairs, and explores the development trend of government affairs openness in the future. Finally, this paper puts forward the development ideas and platform framework of grass-roots government to do a good job in open government affairs under the perspective of big data, and gives corresponding development strategy suggestions, hoping to bring reference value to local grass-roots governments.
