【摘要】：社会组织是国家治理体系和治理能力现代化的有机组成部分,是社会治理的重要主体和依托。当前,我国社会组织发展增量较快,但总量仍然偏少且发展比较粗放,整体水平和社会认同度也不高。为培育和促进社会组织健康有序发展、有效参与社会治理,应当采取切实可行的措施,加强党对社会组织的领导;创新和探索社会组织参与社会治理的领域、手段、方式方法;社会组织要积极加强自身建设,在创新社会治理中积极发挥重要作用。应加快社会组织法律法规制定修改完善工作。在法律修改完善过程中,应注意突出以下几方面问题:坚持直接登记和双重管理有机统一;深化社会组织登记制度改革;创设备案制度;完善社会组织法人治理结构;建立科学统一、有机协调的监管机制;完善税收优惠政策。
[Abstract]:Social organization is an organic part of the modernization of national governance system and governance ability, and it is the main body and support of social governance. At present, the increment of social organization in our country is fast, but the total amount is still relatively small, the development is relatively extensive, the whole level and the social identity degree are also not high. In order to foster and promote the healthy and orderly development of social organizations and participate in social governance effectively, practical measures should be taken to strengthen the Party's leadership over social organizations, to innovate and explore the fields, means, methods and methods of social organizations' participation in social governance; Social organizations should actively strengthen their own construction and play an important role in innovating social governance. We should speed up the work of making, revising, and perfecting laws and regulations of social organizations. In the process of law revision and perfection, we should pay attention to the following problems: adhering to the organic unification of direct registration and dual management; deepening the reform of the registration system of social organizations; creating and filing system; perfecting the corporate governance structure of social organizations; Establish a scientific and unified, organic and coordinated regulatory mechanism, and improve preferential tax policies.
