【摘要】：结合我国现阶段行政审批与市场准入之间的相互关系及改革方向,把鄂尔多斯市深化行政审批制度改革和政务服务工作创新作为讨论的中心论点,分析了当前形势下鄂尔多斯市行政审批制度改革的背景、历史沿革、意义和经验方法,把鄂尔多斯市经济基础和经济形势与行政审批制度改革相贯穿,理清鄂尔多斯市政治、经济、文化等方面的协调发展关系,同时论证了地方改革要以国家指导为思想基础和理论方向。把改革理论同地方实际有机的结合,从国家的简政放权、优化政务服务和投资环境,到地方基层的便民利民,打造服务型政府,本文的研究对中央、地方、群众等多方的改革要求和诉求都做了共性分析。通过阅读大量的相关文献,从国家机构编织网、人民网、中国政府网、中国行政管理研究网以及部分地方政府网站上了解和掌握目前国务院行政审批改革的现状,并运用理论分析和根据鄂尔多斯地方改革经验,搜集和整理鄂尔多斯市历次行政审批制度改革和"单一窗口"实施过程中审批项目的数量、效率、比例,采用定量分析法得出全市行政审批改革变化和成效,为鄂尔多斯市行政审批制度改革的推进形成理论参考,也阐明目前改革中出现的问题和不足,并提出详细的解决方案。
[Abstract]:Combined with the relationship between administrative examination and approval and market access and the direction of reform, this paper takes the deepening of the reform of the administrative examination and approval system and the innovation of government service work as the central point of discussion in Ordos. This paper analyzes on the background, historical evolution, significance and experience of the reform of the administrative examination and approval system in Ordos under the present situation. It makes the economic base and economic situation of Ordos and the reform of the administrative examination and approval system through, and clarifies the politics of Ordos. At the same time, it demonstrates that the local reform should take the guidance of the state as the ideological basis and theoretical direction. Combining the reform theory with the local practice organically, from the national simplification of administration and decentralization, the optimization of the government service and investment environment, to the convenience of the people and the people at the local grass-roots level, and the establishment of a service-oriented government, this paper studies the central and local governments. The masses and so on the reform request and the appeal have made the common character analysis. By reading a large number of relevant documents, we can understand and master the current situation of the administrative examination and approval reform of the State Council from the State Agency weaving network, people's net, China Government Network, China Administrative Management Research Network and some local government websites. Based on the theoretical analysis and the experience of Ordos local reform, this paper collects and arranges the number, efficiency and proportion of the examination and approval items in the past administrative examination and approval system reform and "single window" implementation in Ordos. The quantitative analysis method is used to obtain the changes and effects of the reform of administrative examination and approval in the whole city, which provides a theoretical reference for the promotion of the reform of the administrative examination and approval system in Ordos, and also clarifies the problems and shortcomings in the current reform, and puts forward a detailed solution.
