广西政府向社会组织购买公共服务“内部化”问题研究

【摘要】：政府向社会组织购买服务是我国创新公共服务体制机制,建设服务型政府的重要手段,能够充分调动社会资源、优化资源配置、转变政府职能,推进政社合作良性互动。学界对这一领域也有较多关注。对政府购买服务的理论基础、购买模式、购买过程、监督评价机制、问题及对策研究、经验研究等等方面都有较多成果。但对其中政府购买行为“内部化”的探究还相对较少。在目前的研究成果中,只是把政府购买行为“内部化”问题作为政府向社会组织购买服务中许多问题中的一个小问题而一笔带过,未对其进行更深入的研究。为了推进政府购买服务的健康发展,本文将对这一问题进行较为深入的研究分析。本论文研究以现有的研究内容为基础,结合广西政府向社会组织购买公共服务的具体实践的相关案例,研究分析广西政府向社会组织购买公共服务“内部化”问题。本文提出的政府向社会组织购买公共服务“内部化”,是将经济学中的内部化理论用来解释政府向社会组织购买公共服务过程中的政府有选择性的向与自身有“特殊关系”的社会组织进行购买的购买现象。向“伙计”购买和向“同伴”购买是广西政府向社会组织购买公共服务“内部化”问题的两大主要表现。导致这一问题的原因是多方面的,本论文从政社关系不理性、购买程序缺乏竞争性和规范性等方面综合分析了导致这一问题的原因,并针对导致问题的原因,尝试提出推进政府与社会组织在购买服务合作中的关系理性化、推进政府向社会组织购买公共服务竞争化和政府向社会组织购买公共服务流程规范化等治理对策。本文的研究,是在理论研究结合实证调研基础之上,对广西政府向社会组织购买公共服务“内部化”问题进行的分析研究,这一做法具有略强的针对性和可操作性。有利于政府与社会组织之间搭建理性关系,推进政府职能的转变和资源配置的优化,推进公共服务供给质量和效率的提高。
[Abstract]:Government purchasing service from social organizations is an important means of innovating public service system and constructing service-oriented government, which can fully mobilize social resources, optimize resource allocation, change government functions and promote good interaction between government and society. Academic circles also pay more attention to this field. There are many achievements on the theoretical basis, purchase mode, purchase process, supervision and evaluation mechanism, research of problems and countermeasures, empirical research and so on. However, the inquiry into the internalization of government purchase behavior is relatively small. In the current research results, the problem of "internalization" of government purchase behavior is only mentioned as a minor problem in many problems of government purchasing services from social organizations, and no further study has been carried out on it. In order to promote the healthy development of government purchase service, this paper will carry on the comparatively thorough research and analysis to this question. Based on the existing research content, this paper studies and analyzes the "internalization" of Guangxi government's purchase of public services from social organizations by combining the relevant cases of Guangxi government's specific practice of purchasing public services from social organizations. The government's purchase of public services from social organizations is "internalized". The theory of internalization in economics is used to explain the government's selective purchase of public services from social organizations. Buying from "fella" and "companion" are two main manifestations of the problem of "internalization" of purchasing public services from social organizations in Guangxi. There are many reasons leading to this problem. In this paper, the irrational relationship between political and social services, the lack of competitive and normative purchasing procedures, and so on, are comprehensively analyzed, and the causes of the problems are analyzed. This paper attempts to put forward some countermeasures such as rationalizing the relationship between government and social organizations in purchasing services, promoting the competition of government purchasing public services from social organizations and standardizing the process of government purchasing public services from social organizations. On the basis of theoretical research and empirical research, this paper analyzes and studies the problem of "internalization" of the purchase of public services from social organizations by Guangxi government, which has some pertinence and maneuverability. It is beneficial to the establishment of rational relationship between government and social organizations, to the transformation of government functions and the optimization of resource allocation, and to the improvement of the quality and efficiency of public service supply.
