整体性治理视阈下的城市管理机制创新研究

【摘要】：自改革开发以来,我国经济发展迅猛,同时城市化进程的不断深入推进,城市人口不断增加、社会阶层结构不断变化,给城市管理工作提出了新的挑战。当前我国许多城市的城市管理工作仍然普遍依靠传统的行政体制完成,存在着效率底下等众多不足之处,城市管理机制迫切需要进一步创新完善。整体性治理理论是继新公共管理理论出现之后又一个十分重要的公共管理理论。整体性治理理论所强调的公民需求导向、信息技术支撑、整体性服务与当前我国所倡导的社会治理理念和“互联网+”理念十分契合,众多学者认为整体性治理理论对与我国当代社会治理实践具有重要的启示与借鉴价值。目前,如何运用整体性治理理论指导我国城市管理机制创新实践、克服我国城市管理中的现实问题在公共管理学界受到越来越多的关注和重视。本论文以整体性治理理论应用于当代中国城市管理的机制创新实践为主要研究对象,以如何将整体性治理理论与当前中国城市管理机制创新实践相结合,从而构建出一个符合社会治理理念和互联网时代发展的城市管理创新机制为主要研究问题。本文是系统阐述整体性治理理论的内涵和理论要点,立足整体性治理理论要点与我国当代社会治理创新要求和时代背景进行分析,论述整体性治理理论对我国当代城市管理实践创新的指导思路;同时以具有代表性的上海市闵行区城市管理“大联动”机制为案例,在分析其与整体性治理理论的契合性的基础上,探讨如何切实地将整体性治理理论运用于上海市闵行区城市管理“大联动”机制,进一步为构建出一个符合社会治理理念和互联网时代发展的城市管理创新机制提出有益的建议。本文第一部分介绍了论文的选题背景,进行了相关文献的梳理,概括了论文的主要内容和研究方法。第二部分简要论述了整体性治理的兴起背景、内涵和理论要点,同时介绍城市管理相关基础理论要点。第三部分分析了整体性治理视域下城市管理创新的基本思路。第四部分是案例介绍:上海闵行区城市管理“大联动”机制。第五部分整体性规域下上海闵行区城市管理“大联动”机制的特点分析和经验总结。第六部分提出了整体性治理视域下上海闵行区城市管理“大联动”制的完善建议。
[Abstract]:Since the reform and development, the rapid economic development of our country, at the same time, the further development of urbanization, the increasing of urban population and the constant change of social stratum structure have brought new challenges to urban management. At present, the urban management work of many cities in our country still generally depends on the traditional administrative system, and there are many shortcomings such as efficiency and so on. Therefore, the urban management mechanism urgently needs to be further innovated and improved. After the emergence of new public management theory, holistic governance theory is another very important public management theory. The theory of holistic governance emphasizes the orientation of citizens' needs, the support of information technology, and the holistic service, which are in accord with the social governance concept and the "Internet" concept advocated by our country at present. Many scholars believe that the theory of holistic governance has important enlightenment and reference value to our country's contemporary social governance practice. At present, how to use the theory of holistic governance to guide the innovation practice of urban management mechanism in our country and overcome the practical problems in urban management in our country has been paid more and more attention to in the field of public management. This paper focuses on the application of holistic governance theory to the mechanism innovation practice of contemporary Chinese urban management, and how to combine the holistic governance theory with the current Chinese urban management mechanism innovation practice. Thus, it is the main research problem to construct an innovative mechanism of urban management in line with the concept of social governance and the development of the Internet era. This paper systematically expounds the connotation and the main points of the theory of holistic governance, and analyses the innovation requirements and the background of the times based on the theory of holistic governance. This paper discusses the guiding ideas of holistic governance theory to the innovation of contemporary urban management practice in China, and takes the representative "big linkage" mechanism of urban management in Minhang District of Shanghai as a case study. On the basis of analyzing its compatibility with the theory of holistic governance, this paper discusses how to apply the theory of holistic governance to the "big linkage" mechanism of urban management in Minhang District of Shanghai. Further, some useful suggestions are put forward for the construction of an innovative mechanism of urban management in line with the concept of social governance and the development of the Internet era. The first part of this paper introduces the background of the selected topic, carries on the related literature combing, summarizes the main content and the research method of the paper. The second part briefly discusses the background, connotation and main points of theory of holistic governance, and introduces the basic theoretical points of urban management. The third part analyzes the basic ideas of urban management innovation from the perspective of holistic governance. The fourth part is the case introduction: Shanghai Minhang District urban management "big linkage" mechanism. The fifth part analyzes and summarizes the characteristics and experiences of the "big linkage" mechanism of urban management in Minhang District, Shanghai. In the sixth part, the author puts forward the suggestion of "big linkage" system of urban management in Minhang District of Shanghai under the view of holistic governance.
