基于MVC的某局信访信息管理系统的设计与实现

【摘要】:在信息化改革浪潮的推动下,政府信访部门的工作方式有了新的要求和挑战,在传统的工作方式中,信访案件的收集、处理、转办、督办过程速度慢、效率低,繁琐复杂,耗费了大量的人力物力,严重影响了信访管理部门的工作效率。为了更好的解决当前已存在的问题,确立科学规范的信访管理工作,政府相关部门建立适合自己的信访管理系统就显得尤为必要,建立一套科学有效、安全稳定、操作便捷、可靠运行的电子信访系统,不仅能有效的将各级信访部门整合成一个整体,而且能及时的收集广大人民群众的真实想法,提高信访工作效率,改善群众对政府职能部门的印象,充分调动群众的参与性,为政府建设过程提供一个良好的监督管理的平台。本文首先对信访工作程序进行了分析,并结合信息化建设的现状,提出在某局建立一套完整的信访信息系统。通过运用统一的信访工作流程和电子信访系统,将传统工作方式中松散的、单一的、孤立的信访案件,通过信息化手段,转变成为紧凑的、多部门联合支持的、联系紧密的信访案件;不仅减少了不必要的重复劳动,也精简了部分工作流程,将信访工作人员的主要精力从大量繁重的事务性工作转向为督查、督办等职能工作;通过标准化、程序化的监管手段,有效地规范、约束各级纪检监察机关、信访举报部门和信访工作人员的工作行为;同时,充分利用信访信息资源进行综合分析,提高了处理信访问题的能力。本文为基于某局信访信息工作提供了基于MVC模型的三层架构、Java EE+Oracle的解决方案,采用B/S架构,提供了一个不限时间、空间限制的全天候服务平台,在设计时,应用UML统一建模语言为系统进行了逻辑设计,开发时,基于面向对象的编程思想和开发工具,完成了系统的设计和实现。整个系统的整体结构完整,扩展性能优越。本课题的研究对于统优化信访职能机构和部门建设,改善信访办公条件和信访数据信息化处理,信访业务流程和信访制度化管理等方方面面具有显著效果。
[Abstract]:Under the impetus of the information reform, the working way of the government petition department has new requirements and challenges. In the traditional work mode, the collection, handling, transferring and supervision of the petition cases are slow, inefficient and complicated. It consumes a lot of manpower and material resources and seriously affects the work efficiency of the petition management department. In order to better solve the existing problems and establish a scientific and standardized letter and call management system, it is particularly necessary for the relevant government departments to establish a scientific, effective, safe and stable, convenient operation system. The reliable operation of the electronic petition system can not only effectively integrate the petition departments at all levels into a whole, but also collect the true ideas of the broad masses of the people in a timely manner, improve the efficiency of the letters and visits work, and improve the impression of the masses on the functional departments of the government. Fully mobilize the participation of the masses and provide a good platform for supervision and management in the process of government construction. Firstly, this paper analyzes the procedure of letter and visit work, and puts forward a set of complete information system in a certain bureau according to the present situation of information construction. Through the use of the unified work flow of letters and visits and the electronic letter and visit system, the loose, single and isolated cases in the traditional way of work have been transformed into compact, multi-sector joint support by means of information technology. It not only reduces unnecessary duplication of work, but also simplifies part of the work flow, and shifts the main energy of the petition staff from a large number of heavy routine work to the supervision, supervision and other functions; Through standardized and procedural means of supervision and control, effectively standardizing and restricting the work behavior of discipline inspection and supervision organs at all levels, letter and complaint reporting departments and staff members, at the same time, making full use of the information resources of letters and visits for comprehensive analysis, Improved the ability to deal with the problem of letters and visits. This paper provides a three-tier architecture based on MVC model and a solution of Java EE Oracle based on MVC model. It uses B / S architecture and provides an all-weather service platform with unlimited time and space. The logic design of the system is carried out by using the UML unified modeling language. During the development, the system is designed and implemented based on the object-oriented programming thought and development tools. The overall structure of the whole system is complete and the expansion performance is superior. The research of this subject has remarkable effect on optimizing the construction of the functional institutions and departments, improving the office conditions and information processing, the business process of letters and visits, and the systematization management of letters and visits.
