南昌市养老服务体系构建中的政府职能研究

【摘要】：南昌市地处于长江中下游地区,是江西省省会城市,总面积达7402平方公里,是中国中部地区特大型城市之一。近年来,南昌市人口老龄化主要呈现出:高龄老龄化、女性老龄化更为严重等特点。日益增长的人口老龄化率给南昌市经济发展和社会进步带了巨大的挑战,构建和完善南昌市养老服务体系已刻不容缓。众所周知,政府管辖过泛、社会参与缺失已成为我国市场经济体制基本框架建立以后制约我国社会茁壮繁荣发展的障碍。改革开放以来,我国历任领导班子和我党日益认识到如上所述我国体制方面的问题,并着手开始转变政府职能及改革行政管理体制。特别是党的第十八次全国代表大会以来,由习近平总书记带头的领导班子已多次发出转变政府职能并进一步合理划分出政府与市场、社会界限的呼声。南昌市政府在职能行使过程中“缺位”、“错位”、“越位”的总总行为是导致南昌市养老服务体系存在问题和矛盾的体制性缘由。本文以南昌市政府职能为切入点对南昌市养老服务体系存在问题进行研究与剖析进而提出完善南昌市养老服务体系的对策。本文选题为“南昌市养老服务体系构建中的政府职能研究”,属于中观、微观层面的研究,选择养老服务体系构建中的政府职能作为研究对象是鉴于地方政府在地方养老服务体系建设过程中充当了主导角色。本文通过搜集已有数据以了解南昌市养老服务发展概况,并实地考察南昌市养老服务体系的建设情况以及政府职能在其中的推进效果,试图通过南昌市政府职能的转变及优化达到对南昌市养老服务体系存在问题进行完善的目的,有助于充实和完善政府职能的理论框架。实践意义上,首先,本文希望提高南昌市政府、社会和理论界对南昌市养老服务体系构建的关注与重视程度。其次,通过对发达国家和地区养老服务体系建设的有益做法和实践经验加以学习与借鉴,以切实提高南昌市老年人的切身利益为基准为南昌市政府构建完善的养老服务体系提供相应对策建议,从而全面提升南昌市老年人福祉和社会和谐稳定。最后,有利于南昌市养老服务体系建设中政府职能的完善,使养老服务体系构建中的政府职能更加规范化与体系化,并进一步规范完善南昌市养老服务体系,以达到提高南昌市老年人切身利益的最终目的。本文的主要内容包括五个组成部分:第一部分为导论,阐述了研究背景和研究意义,对前人的研究进行了回顾与梳理,且进行了简要评价,介绍了文章的研究思路和研究方法,以及可能有的贡献与不足。第二部分为相关概念与理论基础,对本文的核心概念进行了界定,将本文的理论基础进行了阐述。第三部分为南昌市养老服务发展现状分析,先对南昌市老龄化背景进行了概述,然后从居家养老服务、机构养老服务两个方面对南昌市养老服务发展现状进行了分析。第四部分从南昌市养老服务体系构建中政府职能的“缺位”、“错位”、“越位”三个方面对政府职能的现实偏差进行了研究。第五部分对发达国家和地区的养老服务体系进行了学习与借鉴。第六部分为对政府如何完善南昌市养老服务体系提出的对策建议。第七部分为结论与展望。
[Abstract]:Nanchang, located in the middle and lower reaches of the Yangtze River, is the capital city of Jiangxi Province, with a total area of 7402 square kilometers. It is one of the mega cities in Central China. In recent years, the aging of population in Nanchang is mainly characterized by aging aging and more serious aging of women. The aging rate of population in the city of Japan is increasing to the economic development of Nanchang. And the social progress has brought great challenges. It is no delay to build and improve the service system for the aged in Nanchang. As we all know, the government has been under the general jurisdiction, and the lack of social participation has become an obstacle to the strong and prosperous development of our society after the establishment of the basic framework of the market economic system. Since the reform and opening up, our country has been the leading group and me. The party is increasingly aware of the problems in the system of our country as described above, and begins to change the functions of the government and the reform of the administrative management system. Since the eighteenth National Congress of the party, the leading group led by the general secretary of Xi Jinping has issued a number of changes in government functions and further rational division of the government and the market, and the social community. The general behavior of "vacancy", "dislocation" and "offside" is the institutional cause of the existence of problems and contradictions in the old-age service system in the city of Nanchang. This paper studies and analyzes the existing problems of the Nanchang pension service system in the Nanchang city government function as the breakthrough point. The countermeasures to improve the old-age service system in Nanchang city. This article is selected as "the study of the government function in the construction of the old-age service system in Nanchang", which belongs to the middle and micro level, and chooses the government function in the construction of the old-age service system as the research object in view of the local government acting as the main body in the construction of the local old-age service system. Through collecting the existing data to understand the general situation of the development of the aged service in Nanchang, this paper investigates the situation of the construction of the old-age service system in Nanchang and the promotion effect of the government functions in the city, trying to improve the existing problems of the pension service system in Nanchang through the transformation and optimization of the function of the city of Nanchang. The purpose is to enrich and improve the theoretical framework of government functions. In practical sense, first of all, this article hopes to improve the attention and importance of Nanchang municipal government, social and theoretical circles to the construction of the old-age service system in Nanchang. Secondly, learn from the beneficial practice and practical experience of the construction of the developed countries and regions for the aged service system. With the reference, in order to effectively improve the vital interests of the elderly in Nanchang, it provides the corresponding countermeasures and suggestions for the construction of a perfect old-age service system by the Nanchang municipal government, so as to improve the well-being and social harmony and stability of the elderly in Nanchang. Finally, it is beneficial to the improvement of the government's function in the construction of the pension service system in Nanchang, so as to make the old-age service body. The government function in the system construction is more standardized and systematized, and further standardizing and perfecting the old-age service system in Nanchang, in order to achieve the ultimate purpose of improving the vital interests of the elderly in Nanchang. The main contents of this paper include five parts: the first part is the introduction, which expounds the research background and the significance of the research, and carries out the research of the predecessors. The review and combing, and a brief evaluation, introduced the research ideas and research methods, as well as possible contributions and deficiencies. The second part is related concepts and theoretical basis, the core concept of this article is defined, the theoretical basis of this article is explained. The third part is the status of the development of Nanchang endowment service. Firstly, the aging background of Nanchang is summarized, and then the status of the development of the aged service in Nanchang is analyzed from the two aspects of the home care service and the institutional pension service in Nanchang. The fourth part is the three aspects of the government function from the "vacancy", "misposition" and "offside" in the construction of the old-age service system in the city of Nanchang. The fifth part studies and draws lessons from the aged service system in the developed countries and regions. The sixth part is the countermeasures and suggestions on how to improve the Nanchang pension service system by the government. The seventh part is the conclusion and the prospect.
