基于电子政务提升阿拉善盟政府效能研究

【摘要】：信息时代背景下传统政府向现代政府转型,促进了电子政务的产生和发展,它有效地解决了政府民主、行政效率等诸多问题,在转变政府职能、改革政府体制、创新行政方式等政府变革中起了重要作用。电子政务为促进政府职能的转变提供了良好的基础,提高了政府行政效率、推进了透明政府的建设、提升了科学民主决策水平、增强了公众对政府的信任度和满意度。政府职能转变为电子政务建设提供了良好的行政环境,为电子政务在信息资源、技术升级、人才优化等方面提供了有利条件,使电子政务的发展更为完善。由此,电子政务与政府职能转变有着密不可分的联系,它们互为条件、互相促进。我国电子政务起步晚,但发展迅速,很快就推广应用于国家各级政府、部门。但在电子政务建设过程中也暴露出了我国电子政务建设在观念上、政府体制上、电子政务建设制度上存在的诸多问题。盟市级政府作为国家主要的基层管理机构,其电子政务的显著特点是直接面对广大用户,是进行交流和互动的最前沿,直接体现政府服务的质量和效率,因此,本文对盟市级政府电子政务的建设进行探讨,结合实际情况,探寻快速、有效、节约地发展基层电子政务之路,转变政府管理方式,无疑具有现实意义。
[Abstract]:Under the background of the information age, the traditional government has transformed into the modern government, which has promoted the emergence and development of e-government. It has effectively solved many problems, such as government democracy, administrative efficiency, etc., it is transforming the government function and reforming the government system. The innovation administration way and so on government reform has played the important role. E-government provides a good basis for the transformation of government functions, improves the efficiency of government administration, promotes the construction of transparent government, promotes the level of scientific and democratic decision-making, and enhances the trust and satisfaction of the public to the government. The transformation of government functions provides a good administrative environment for the construction of e-government, and provides favorable conditions for e-government in the aspects of information resources, technological upgrading, talent optimization, and so on, and makes the development of e-government more perfect. As a result, e-government and the transformation of government functions are inextricably linked, they are mutual conditions and promote each other. Our country e-government starts late, but develops rapidly, soon popularizes applies to the national various levels government, the department. However, in the process of E-government construction, many problems exist in the concept, government system and system of E-government construction in our country. As the main grass-roots administrative organization of the country, the municipal government of the Union is characterized by its direct face to the vast number of users, the forefront of communication and interaction, and the direct embodiment of the quality and efficiency of government services. This paper probes into the construction of e-government of the municipal government of the Union, combines with the actual situation, explores the road of developing the grass-roots e-government quickly, effectively and economically, and changes the mode of government management, which is undoubtedly of practical significance.
