福利多元主义视角下的兰州市儿童福利供给问题研究

【摘要】：福利多元主义兴起于20世纪70—80年代,是为解决福利国家的危机而探索的一种替代性方案,随后逐渐发展成为一种新兴的理论范式和政策分析依据,它主张福利的多方供给,倡导社会共同责任本位。其中的四分法是伊瓦斯对福利三角的研究范式给予修正后所采用的新的分析方式,是对福利来源的进一步细化。认为社会福利的来源有四个:市场、国家、社区和民间组织。其重要意义在于为社会政策研究和制度设计提供了另一种全新的视角和理念。同样也为儿童福利的多元化供给提供了依据,在我国,儿童福利的供给长期以来主要是以家庭或者政府为核心的单一供给模式:福利供给主体并没有实现多元化、儿童福利供给的对象不够全面、儿童福利供给内容不能很好的满足儿童的发展需求,儿童福利供给方式比较单一且儿童福利服务的专业化程度较低;所以我们需要更多相关福利供给主体的参与并提高儿童福利供给的质量和效率。本研究依据福利多元主义的四维分析框架,结合兰州市的儿童福利供给现状,通过比较和分析各个儿童福利供给主体自身的特点和作用模式,试图探索更有效的儿童福利供给方式和内容,使不同的儿童群体都能够享受到应有的福利。在研究过程中使兰州市儿童福利供给中存在的问题清晰显现,主要表现为:对儿童福利的认识不足、儿童福利相关法律法规尚未确立、儿童福利供给主体参与不足,社会支持网络并未形成和儿童服务对象的覆盖率较低且服务内容单一发现其中不合理的部分并加以完善,本研究所提出的对策为:建立健全我国的儿童福利法制体系、建立多元均衡的儿童福利供给机制和发展儿童福利支援事业,丰富儿童福利的服务项目。这样才有可能制定出一种多元均衡的供给模式,建立起完善的儿童福利保障体系。
[Abstract]:Welfare pluralism emerged in the 1970s and 1980s as an alternative scheme to solve the crisis of the welfare state, and then gradually developed into a new theoretical paradigm and policy analysis basis, it advocated the multi-supply of welfare. Advocate the social common responsibility standard. The quadrilateral method is a new analytical method which is used by Ivas to modify the research paradigm of the welfare triangle, and it is a further refinement of the welfare source. There are four sources of social welfare: market, state, community and civil society. Its significance lies in providing another new perspective and idea for social policy research and system design. It also provides the basis for the diversified supply of children's welfare. In our country, the supply of children's welfare is mainly a single supply mode with family or government as the core for a long time: the main body of welfare supply has not realized diversification. The object of child welfare supply is not comprehensive enough, the content of child welfare supply can not meet the development demand of children well, the mode of child welfare supply is single and the specialization of child welfare service is low; Therefore, we need more relevant welfare providers to participate and improve the quality and efficiency of child welfare supply. According to the four dimensional analysis framework of welfare pluralism and the present situation of child welfare supply in Lanzhou, this study compares and analyzes the characteristics and function models of each child welfare provider. This paper attempts to explore more effective ways and contents of child welfare supply so that different groups of children can enjoy their due benefits. In the course of the study, the problems in the supply of children's welfare in Lanzhou are clearly revealed, which are mainly shown as follows: insufficient understanding of children's welfare, unestablished laws and regulations related to children's welfare, insufficient participation of child welfare providers. The social support network has not formed and the coverage rate of the children service object is low, and the service content is single to find the unreasonable part and perfect it. The countermeasures put forward by this research are: establishing and perfecting the legal system of children's welfare in our country. Establish a pluralistic and balanced child welfare supply mechanism and develop child welfare support to enrich child welfare services. In this way, it is possible to develop a multi-balanced supply model and establish a perfect child welfare security system.
