建设具有中国特色的政府决策咨询机构信息合作机制研究

【摘要】：随着中国社会的快速发展,政府的决策能力正经受着一轮又一轮新的考验。社会发展对政府的决策能力有了更多新的诉求,意味着对辅助决策的政府决策咨询机构提出了更高的要求。当今,信息合作能力己日渐成为衡量政府决策咨询机构能力的重要标准,本文以中国政府决策咨询机构信息合作活动为视角,着重分析了全国不同层级、不同类别以及不同区域间政府决策咨询机构的信息合作活动现状,归纳并总结了信息合作过程中存在的问题及原因。在此基础上,对构建政府决策咨询机构信息合作机制的必要性与可行性进行了充分的论证。为了保证信息合作机制功能的有效发挥,将国内外的先进理念同中国政府决策咨询活动的现实国情相结合,本文的最终目的是想探索出一条适合本国发展需求并具有中国特色的决策咨询信息合作机制的构建途径。本论文主要包括以下六方面内容:第一部分:探讨了文章的选题意义、国内外研究现状、研究内容与方法、创新点与理论基础以及相关概念的界定。第二部分:主要研究了全国不同层级、不同类别以及不同区域的政府决策咨询机构信息合作活动现状。第三部分:综合政府决策咨询机构信息合作现状分析,归纳出现阶段政府决策咨询机构信息合作活动存在问题,进一步总结出其深层次危害,并将阻碍信息合作的因素进行梳理。第四部分:主要从信息合作的合理性与信息合作对政府决策咨询机构的积极影响两个层面加以研究机制构建的必要性。第五部分:主要从国内与国外两个角度对政府决策咨询机构信息合作机制构建的可行性进行全面分析。第六部分:本部分主要阐述信息合作机制的结构设计,主要将政府决策咨询机构信息合作机制划分为三个子系统,分别为信息支撑系统、运行系统以及保障系统。信息支撑系统旨在解决信息合作中信息资源的供给问题。运行系统旨在探索机构间信息交流与合作的具体运行方式。保障系统侧重于为信息合作过程提供全程的良性环境与激励。
[Abstract]:With the rapid development of Chinese society, the government's ability to make decisions is being tested again and again. Social development has more new demands on the government's decision-making ability, which means that higher demands are put forward to the government decision-making advisory bodies. Nowadays, the ability of information cooperation has become an important standard to measure the ability of government decision-making consulting institutions. This paper, from the perspective of the information cooperation activities of Chinese government decision-making advisory bodies, focuses on the analysis of different levels in the country. The present situation of information cooperation activities of different types and regions of governmental decision-making advisory bodies is summarized and the problems and reasons in the process of information cooperation are summarized and summarized. On this basis, the necessity and feasibility of constructing the information cooperation mechanism of government decision-making consultation organization are fully demonstrated. In order to ensure the effective use of the function of the information cooperation mechanism, the advanced concepts at home and abroad are combined with the actual conditions of the Chinese government's decision-making consultation activities. The ultimate purpose of this paper is to explore a way to construct a cooperative mechanism of decision consultation information which is suitable for the development of our country and has Chinese characteristics. This paper mainly includes the following six aspects: the first part: discusses the significance of the topic, domestic and foreign research status, research content and methods, innovation and theoretical basis, as well as the definition of related concepts. The second part mainly studies the current situation of information cooperation activities of government decision-making consulting institutions in different levels, different categories and different regions of the country. The third part: synthesizing the present situation of the information cooperation of the government decision-making consultation organization, induces the problems existing in the information cooperation activity of the government decision consulting organization in the appearing stage, and further summarizes its deep harm. And will hinder the information cooperation factor carding. The fourth part: the necessity of constructing the mechanism from two aspects: the rationality of information cooperation and the positive influence of information cooperation on government decision-making and consultation organization. In the fifth part, the feasibility of establishing information cooperation mechanism of government decision-making consultation organization is analyzed comprehensively from two angles: domestic and foreign. The sixth part: this part mainly elaborates the information cooperation mechanism structure design, mainly divides the government decision-making consultation organization information cooperation mechanism into three subsystems, namely, the information support system, the operation system and the safeguard system. Information support system aims to solve the problem of information resource supply in information cooperation. The purpose of the system is to explore the specific mode of information exchange and cooperation between agencies. The security system focuses on providing a sound environment and incentives for the whole process of information cooperation.
