流动人口社会保障同城待遇的现状调查与思考

【摘要】：在新型城镇化建设背景下,以农业转移人口为主体的流动人口社会保障问题成为民生问题的重点。通过实证调查发现,当前流动人口的社会保障待遇与本地市民存在较大差距,本地市民社会保障待遇高于"城—城"流动人口,"城—城"流动人口社会保障待遇高于"乡—城"流动人口。原因有户籍制度阻隔、社会保障区域发展不平衡、社保法律不健全、政府职能转变不到位、用人单位重利益和流动人口自身缺乏社保意识等。应当通过推进户籍制度改革、完善社会保障立法、加快政府职能转变、强化社区功能和提升流动人口素质等政策措施来缩小社会保障待遇差距。
[Abstract]:Under the background of new urbanization construction, the social security problem of floating population with agricultural transfer population as the main body becomes the focus of livelihood issues. Through the empirical investigation, we find that there is a big gap between the current social security treatment of the floating population and the local people. The social security treatment of local citizens is higher than that of urban floating population, and the social security treatment of urban floating population is higher than that of township-city floating population. The reasons include the barrier of the household registration system, the unbalanced development of the social security area, the imperfect social security law, the inadequate transformation of the government function, the lack of social security consciousness of the employers and the floating population themselves. Policies and measures such as promoting the reform of the household registration system, perfecting the social security legislation, speeding up the transformation of government functions, strengthening the functions of the community and improving the quality of the floating population should be adopted to narrow the gap in the treatment of social security.
