反腐败制度建设论纲

【摘要】：强化制度建设是反腐败必由之路。制度建设包括制度健全完善与制度强化执行。制度健全完善要求建立反腐败"制度清单",围绕制度清单健全完善公务员管理制度,建构符合中国国情的财产申报制度,建立防止公职人员利益冲突制度,深入推进政务公开制度,强化推进财政预算科学管理制度,加快健全完善金融监管制度。制度强化执行要求塑造"热炉法则",以"热炉法则"推进制度执行要素实现。严肃违反制度行为责任追究,定期开展制度执行情况评估检查,强化执行制度部门的责任意识,强化领导干部特别是"一把手"的制度遵守,营造制度执行的良性社会环境。
[Abstract]:Strengthening system construction is the only way to anti-corruption. System construction includes system perfection and system enforcement. The perfection of the system requires the establishment of the anti-corruption "system list", the sound improvement of the civil servant management system around the system list, the construction of a property declaration system that conforms to China's national conditions, and the establishment of a system to prevent conflicts of interest of public officials. We will further promote the open system of government affairs, strengthen the scientific management system of fiscal budgets, and speed up the improvement of the financial supervision system. The enforcement of system strengthening requires shaping the "hot furnace law" and pushing forward the implementation elements of the system by "hot furnace law". We should investigate the responsibility for serious violations of the system, regularly carry out the evaluation and inspection of the implementation of the system, strengthen the sense of responsibility of the departments in charge of the system, strengthen the system compliance of leading cadres, especially the "top leaders," and create a sound social environment for the implementation of the system.
