【摘要】：自然灾害、事故灾难、社会安全事件、公共卫生事件等多类别突发公共事件的频繁出现,严重威胁着公众的正常生产、生活及社会的稳定、发展,在造成危机恐慌的同时,致使公众的人身、财产遭受损失,导致社会发展停滞。基层社区自治组织作为突发公共事件的发生现场和最直接承灾主体,在突发公共事件应急管理方面发挥着日益显著的重要作用。社区应急管理能力建设状况直接反映出社区应急管理作用的发挥与实施效率。文章参考借鉴现有理论成果,构建基于社区层面的应急管理能力评估指标体系,采用德尔菲法、灰色综合评估法、层次分析法等方法,选取嘉峪关北路社区作为研究对象,对其应急管理能力进行综合与结构评估,分析得出了社区应急管理能力建设绩效评估结论。在此基础上,对评估数据进行分析,指出社区在应急管理能力建设方面存在的问题,查找制约因素,提出了进一步推进和改善社区应急管理能力建设的对策,指出应从社区应急管理体系构建、危机监测预警与响应功能强化、应急管理队伍建设、重视应急管理绩效评估等方面着手,有效地促进社区应急管理能力提升,建设安全社区。
[Abstract]:Natural disasters, accidents, social security events, public health incidents and other public emergencies occur frequently, which seriously threaten the normal production, life and social stability and development of the public. Causes the public person, the property to suffer the loss, causes the social development to stagnate. As the scene of public emergencies and the most direct disaster subject, grass-roots community autonomous organizations play an increasingly important role in the emergency management of public emergencies. The capacity construction of community emergency management directly reflects the efficiency of community emergency management. Referring to the existing theoretical achievements, this paper constructs the evaluation index system of emergency management ability based on community level, adopts Delphi method, grey comprehensive evaluation method, analytic hierarchy process and so on, and selects Jiayuguan North Road community as the research object. The comprehensive and structural evaluation of its emergency management ability is carried out, and the conclusion of performance evaluation of community emergency management capacity building is obtained. On this basis, this paper analyzes the evaluation data, points out the problems existing in community emergency management capacity building, finds out the restrictive factors, and puts forward some countermeasures to further promote and improve the community emergency management capacity building. It is pointed out that the construction of community emergency management system, the strengthening of crisis monitoring, early warning and response function, the construction of emergency management team, and the attention to the performance evaluation of emergency management should be carried out to effectively promote the community emergency management ability and build a safe community.
