【摘要】：新桂系在广西开展地方自治,具有相对优越的历史背景。当时的广西,既有清末民初自治思潮的理论铺垫,又有广西历史上自治传统的预热,还有当时特殊的国家结构为其地方自治的开展所提供的政治环境。新桂系在广西开展的地方自治包括自卫、自治、自给三方面内容。新桂系政权通过“三寓政策”和民团建设,实现了广西的自卫目标;通过革新省政和县政,补充乡政建设和村政建设,创办各级民意机关,实现了省、县、乡、村的自治;通过制定经济建设的指导方针,完善经济管理机构及其职能,推动农业、工业、交通运输业等行业的发展,实现了广西的自给目标。新桂系在广西开展的地方自治具有自身鲜明的特色。通过与民国时期湖南省联省自治和上海市地方自治的对比研究,可以发现新桂系在广西开展地方自治能够取得比较好的成绩,不仅得益于其强大军事力量的支持,而且还得益于其完善理论体系的指导和广阔的理论实践空间。尽管新桂系在广西开展的地方自治存在理论滞后于实践、军政色彩过重的缺陷和不足,但其破解发展困境、推动各项建设的探索和实践依然对当前广西的发展具有十分重要的借鉴意义。民国时期,新桂系在广西开展的地方自治开辟了国家建构的新途径,推动了广西民主政治的进程,构成了广西地方自治传统的重要一环,增强了地方自治在广西的社会记忆和传承惯性。新桂系时期广西的地方自治所浸润的社会记忆和传承惯性在促进文化的繁荣,加强民族的团结,增进国家的认同上,发挥了积极作用。
[Abstract]:The new Guangxi department develops the local autonomy in Guangxi, has the relatively superior historical background. Guangxi at that time had not only the theoretical foundation of the autonomous thoughts in the late Qing Dynasty and the early Republic of China, but also the preheated tradition of autonomy in Guangxi's history, as well as the political environment provided by the special state structure at that time for the development of local autonomy. The local autonomy in Guangxi includes self-defense, self-governing and self-sufficiency. The regime of the New Guangxi has realized the goal of self-defense in Guangxi through the "three policies" and the building of the militia group, and has realized the autonomy of the provinces, counties, townships and villages by innovating the provincial and county governments, supplementing the construction of the township and village government, establishing public opinion organs at all levels and realizing the autonomy of the provinces, counties, townships and villages. By formulating the guidelines for economic construction, perfecting the economic management institutions and their functions, and promoting the development of agriculture, industry, transportation and other industries, the self-supporting goal of Guangxi has been realized. The local autonomy of New Guangxi has its own distinctive characteristics. Through the comparative study of Hunan Provincial Autonomy and Shanghai Local Autonomy during the period of the Republic of China, we can find that Xinguizi can achieve good results in Guangxi, not only because of the support of its powerful military force, but also because of its strong military support. It also benefits from the guidance of its perfect theoretical system and broad theoretical practice space. Although the theory of local autonomy carried out by Xinguizi in Guangxi lags behind practice, and the deficiency of military and government is too heavy, it can solve the predicament of development. The exploration and practice of promoting the construction are still of great significance to the development of Guangxi. During the period of the Republic of China, the local autonomy carried out by the New Guangxi Department in Guangxi opened up a new way of national construction, promoted the process of democratic politics in Guangxi, and formed an important part of the tradition of local autonomy in Guangxi. Strengthen the local autonomy in Guangxi's social memory and heritage inertia. The social memory and inheritance inertia of Guangxi's local autonomy in the new period played an active role in promoting cultural prosperity, strengthening national unity and enhancing national identity.
