社会工作介入流浪乞讨救助管理的途径

【摘要】：流浪乞讨者的救助与管理日渐受到关注,但现有的救助方式效果并不是很理想,其原因在于单一的物质救助不能解决流浪乞讨者的根本困难。基于社会系统理论视角对流浪乞讨群体所处环境进行了分析,发现造成其"流浪乞讨"的不仅有个人因素,还有家庭、文化、社会制度等方面的因素。因而社会工作的介入就不仅仅是针对个人,还需要对家庭功能、社区文化、社会政策方面进行介入,从而为流浪乞讨者创造一个良好的环境,促使其更好的融入社会。
[Abstract]:The aid and management of vagrants and beggars have been paid more and more attention, but the effect of the existing ways is not ideal, the reason is that the single material aid can not solve the fundamental difficulties of the vagrants and beggars. Based on the theory of social system, this paper analyzes the environment of vagrant begging group, and finds that there are not only personal factors, but also family, culture, social system and so on. Therefore, the intervention of social work is not only for individuals, but also for family function, community culture, social policy, so as to create a good environment for vagrants and beggars, and promote their better integration into society.
