宁波国家溢油应急设备库运行管理中存在的问题与对策研究

【摘要】：国家溢油设备库在发生突发性海洋油污染事故后,能迅速有效做出溢油事故应急反应,对保护海洋环境,维护海洋资源的可持续发展起到至关重要的作用,是国家针对溢油事故一个“未雨绸缪”的重大举措。本文从管理学的角度,以宁波国家溢油应急设备库为例,分析研究国家溢油应急设备库的运行管理,针对我国国家溢油应急设备库的使命和特殊要求,以相关的法律法规为依据,在总结经验教训的基础上,参考国外的先进经验,采用科学手段,从管理机构、人员配备、资金来源等多方面统筹分析,研究提出可持续性运行的设备库模式,为管理部门制定相关的管理体制和机制提供参考。文章第一部分,概述国家溢油应急设备库产生的大背景下,对国内外关于国家溢油设备库建设管理的研究现状进行简要评述,并介绍了本文的研究意义及方法。文章第二部分,对国家溢油应急设备库进行概述,在对溢油、溢油的危害、溢油应急及溢油应急反应体系的介绍基础上,阐述国家溢油应急设备库的重要作用,国家溢油应急设备库的建设历程,以及我国国家溢油应急设备库的基本情况。文章第三部分,分析研究国外发达国家溢油设备库运行管理状况,对可以借鉴的先进经验进行总结,并从法律依据、属性、体系构架对我国国家溢油应急设备库进行剖析。文章第四部分,从宁波港实际情况入手,阐述宁波国家溢油应急设备库成立的背景、配置、人员等情况,从机构设置、人员需求、资金需求等方面对宁波国家溢油应急设备库运行管理进行分析,对设备库在不同运行管理模式的效果进行对比研究,并进行经济性评估、运作效果评估、综合评估。文章第五部分,根据第四部分研究,针对宁波国家溢油应急设备库管理和发展中存在的问题难题提出相应的对策和建议。
[Abstract]:After the sudden marine oil pollution accident, the national oil spill equipment bank can make the emergency response to the oil spill accident quickly and effectively, which plays a vital role in protecting the marine environment and maintaining the sustainable development of marine resources. Is a national oil spill accident, a "good preparation ahead of time," a major move. From the angle of management, taking Ningbo National Oil spill Emergency equipment Depot as an example, this paper analyzes and studies the operation and management of the National Oil spill Emergency equipment Depot, aiming at the mission and special requirements of our country's National Oil spill Emergency equipment Depot. On the basis of the relevant laws and regulations, on the basis of summing up the experience and lessons learned, and referring to the advanced experience of foreign countries, and adopting scientific means, we should make an overall analysis from many aspects, such as the management organization, the staffing, the source of funds, and so on. The model of equipment library for sustainable operation is proposed to provide reference for management department to establish relevant management system and mechanism. In the first part of the article, under the background of the national oil spill emergency equipment depot, the research status of the construction and management of the national oil spill equipment depot at home and abroad is briefly reviewed, and the research significance and method of this paper are introduced. The second part of the article summarizes the national oil spill emergency equipment storehouse. On the basis of the introduction of oil spill, oil spill hazard, oil spill emergency and oil spill emergency response system, the important role of national oil spill emergency equipment bank is expounded. The course of construction of national oil spill emergency equipment depot and the basic situation of our country oil spill emergency equipment storehouse. In the third part, the paper analyzes and studies the operation and management situation of oil spill equipment depot in developed countries, summarizes the advanced experience that can be used for reference, and analyzes the national oil spill emergency equipment storehouse of our country from the legal basis, attribute and system structure. The fourth part of the article, starting with the actual situation of Ningbo Port, expounds the background, configuration, personnel and so on of the establishment of Ningbo National Oil spill Emergency equipment Depository. This paper analyzes the operation and management of Ningbo National Oil spill Emergency equipment Depot from the aspect of capital demand, and makes a comparative study on the effect of equipment bank in different operation and management mode, and carries on economic evaluation, operation effect evaluation and comprehensive evaluation. The fifth part, according to the research of the fourth part, puts forward the corresponding countermeasures and suggestions for the problems existing in the management and development of Ningbo National Oil spill Emergency equipment Depot.
