W市城管执法队伍管理优化研究

【摘要】:随着经济社会的不断发展,我国城市化水平的提高,城管这一社会热词正受到全社会的关注。无论是夏俊峰案还是延安城管爆头事件,作为在一线与群众直接接触的城管队伍的内部管理的形势变得越来越严峻。目前,随着法治社会的不断推进,群众法律意识的不断提高,城管部门自身迫切的需要不断改革,努力提高队伍管理的能力和水平。随着改革的不断深入,以及队伍规范化建设的发展,城管队伍内部的人力资源管理的制度和水平凸显滞后,理论及实践上的差异更是亟待解决。本文以W市城管队伍为例,对城管人力资源管理进行了优化研究,从管理方式、质量管理体系、绩效考核制度、激励机制、人才流通模式以及团队文化等方面分析其现状及存在的问题,并进行优化探析。本文共有五个部分构成:第一部分是绪论,主要是研究背景和意义等。第二部分主要是综述了公共部门人力资源管理的相关理论基础。第三部分具体分析了W市城管队伍管理存在的实际问题并进行简析。第四部分根据发现的具体问题,对队伍管理体系进行优化以及研究,并对优化策略进行探讨。最后,总结了论文的研究工作、结论和局限性,以及对未来研究的展望。最后对本次论文撰写过程中给予帮助的老师和同学进行感谢。
[Abstract]:With the development of economy and society and the improvement of urbanization level of our country, chengguan, a social hot word, is attracting the attention of the whole society. Whether the Xia Junfeng case or Yan'an chengguan explosion, as a direct contact with the masses of urban management team internal management of the situation has become more and more serious. At present, with the continuous advancement of the society ruled by law and the continuous improvement of the legal consciousness of the masses, the urban management departments themselves urgently need to reform constantly, and strive to improve the ability and level of team management. With the deepening of the reform and the development of the standardized construction of the team, the system and level of human resource management within the urban management team is lagging behind, and the differences in theory and practice are urgently needed to be solved. This paper takes W city urban management team as an example to optimize the urban management human resources management, from the management mode, the quality management system, the performance appraisal system, the incentive mechanism, This paper analyzes the current situation and existing problems of talent circulation model and team culture, and analyzes its optimization. This paper consists of five parts: the first part is the introduction, mainly the research background and significance. The second part is a review of the relevant theoretical basis of human resources management in the public sector. The third part analyzes the practical problems in the management of urban management team in W city and makes a brief analysis. The fourth part optimizes and studies the team management system according to the specific problems found, and discusses the optimization strategy. Finally, the paper summarizes the research work, conclusions and limitations, as well as prospects for future research. Finally, thanks to the teachers and students for their help in the process of writing this paper.
