【摘要】：社会管理是政府的重要职能之一,新时期的社会管理面临着转型时期复杂的形势。当前,我国经济社会发展取得跨越式进步,人民生活水平得到改善,综合国力大幅提升,但国内外环境也发生着深刻变化,尤其是国内社会正处于村镇社会向城市化转型、单位人向社会人转型,导致社会矛盾易发多发、利益失衡、基层组织薄弱等问题。2004年十六届四中全会上,党中央首次提出要“加强社会建设和管理,推进社会管理体制创新”。2007年党的十七大报告中提出要“建立健全党委领导、政府负责、社会协同、公众参与的社会管理格局”。2012年党的十八大报告强调要“加强和创新社会管理,推动社会主义和谐社会建设”。2013年11月党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》提出要“增强社会发展活力,提高社会治理水平”。充分体现了党中央对推进社会管理创新的高度重视,要建设社会主义和谐社会,必须不断推进社会管理创新。在社会管理中,基层是社会管理的重点和难点,因此,创新社会管理迫切需要创新基层社会管理,而街道直接面向百姓,根据管理重心下移的原则,需承担更多的社会管理职能。本文主要阐述社会管理创新的内涵,并分析了以街道为代表的基层政府在社会管理中存在的问题及产生原因,同时借鉴国外社会管理经验,结合实际情况,总结可借鉴的先进经验,为构建稳定的社会管理创新机制提出有益参考。本文以大连市西岗区日新街道为例,深入剖析了创新社会管理的经验与挑战。日新街道以“为民、务实、清廉”为主题,以“做群众需要的事,做事让群众满意”为理念,以“实现民生十梦,做好百件实事”为主线,以“承诺-践诺-评诺”活动为推进机制,以“三进五个一”活动为实践途径,立足基层实际、扎实有效开展基层社会管理创新,通过创新理念,积极培育了社区社会组织协会；通过构建多元参与的机制,创新了社会治理的模式；通过资源整合模式创新,解决了公共服务供给不足的难题。形成了以法治、自治、共治、善治为主要特征的,相融共进、多元共治的社会管理新模式。
[Abstract]:Social management is one of the important functions of government. At present, the economic and social development of our country has made leapfrog progress, the people's living standard has been improved, the comprehensive national strength has been greatly improved, but the environment at home and abroad has also undergone profound changes, especially the domestic society is in the transition from the village society to the urbanization. The transformation of unit people to social people has led to the frequent occurrence of social contradictions, imbalance of interests and weak grass-roots organizations. At the fourth Plenary session of the 16th CPC Central Committee in 2004, the CPC Central Committee for the first time proposed to "strengthen social construction and management," In the report of the Party's 17th National Congress in 2007, it was proposed to "establish and improve the leadership of the Party committee, the responsibility of the government, and social cooperation," The report of the 18th National Congress of the Party in 2012 emphasized the need to "strengthen and innovate social management," "promoting the Construction of a harmonious Socialist Society". The decision of the CPC Central Committee on several important issues concerning the overall deepening of reform, adopted by the third Plenary session of the 18th CPC Central Committee in November 2013, proposes to "enhance the vitality of social development and raise the level of social governance." The Party Central Committee attaches great importance to promoting social management innovation, and it is necessary to continuously promote social management innovation in order to build a socialist harmonious society. In the social management, grass-roots level is the key and difficult point of social management. Therefore, it is urgent to innovate the grass-roots social management, and the street faces the people directly, according to the principle that the management center of gravity shifts down. Need to undertake more social management functions. This paper mainly expounds the connotation of social management innovation, and analyzes the existing problems and causes of the grass-roots government represented by the street in the social management. At the same time, it draws lessons from foreign social management experience and combines with the actual situation. This paper summarizes the advanced experience that can be used for reference and provides a useful reference for the construction of a stable social management innovation mechanism. Taking the Risin Street of Xigang District of Dalian as an example, this paper deeply analyzes the experience and challenge of innovating social management. The main theme of the new street is "serving the people, being pragmatic and clean", "doing what the masses need, doing things to the satisfaction of the masses" as the main line, and "realizing the ten dreams of people's livelihood, doing a good job of 100 practical things" as the main line. Taking the activity of "promise-practice-comment on promise" as the promotion mechanism and the activity of "three entering and five one" as the practical way, basing on the practice at the grass-roots level, carrying out the social management innovation at the grass-roots level effectively and through the innovation idea, It actively cultivates the association of community social organizations, innovates the mode of social governance by constructing the mechanism of pluralistic participation, and solves the problem of insufficient supply of public services through the innovation of the mode of resource integration. A new social management model characterized by rule of law, autonomy, common governance and good governance was formed.
