【摘要】：全面深化改革的总目标是完善和发展中国特色社会主义制度,推进国家治理体系和治理能力的现代化。在这样的战略背景下,社会治理体制的创新作为国家治理体系和治理能力现代化的组成部分被提上重要议程。社会治理体制的核心在社区,现代社区治理是一个多元力量之间的共同参与治理。社会组织以其独特的专业价值和社会功能,在创新社会治理体系中发挥着重要作用。近年来,越来越多的社会组织深入社区,在提供专业服务、推动居民参与、促进社区发展等方面扮演着重要角色,成为转变社区治理方式、推进社区治理体制创新的主要突破领域和方向。这不仅是社会体制改革和创新的必然要求,也是建设和谐社会的内在需要。本文着眼于重庆市服务类社会组织运行发展的基本状况,探讨其在城市社区多元治理中的角色价值及作用,分析其运作过程及现实处境,思考其未来走向及策略。服务类社会组织作为社会组织的重要组成部分,其参与城市社区多元治理的基本层面表现在服务,它是通过服务来实现治理的,这种服务既包括为社区居民提供的实际性的直接服务,也包括以改变现状而进行的政策倡导。因此,服务类社会组织参与城市社区多元治理是一种典型的服务型治理方式。本文正是基于服务型治理思路,把服务类社会组织与政府、社区居民置于社区治理体系中,这样,服务类社会组织的“中介者”角色就能够体现出来。本文按照“理论探讨-实证调研-对策研究”逻辑顺序,以治理理论、社会资本理论、社会生态系统理论为指导,围绕服务型治理思路构建研究思路图,呈现出服务类社会组织与政府、社区居民之间互动的维度:资源获取与政策倡导、促进参与与推进自治。通过对重庆市48家服务类社会组织的实证调研,结合典型案例,分析探讨服务类社会组织参与城市社区多元治理所面临的现实问题及其形成原因,并结合实际提出未来可行的发展对策。通过实证调研的结果发现,目前重庆市服务类社会组织的发展还处于起步阶段,服务型治理的理念还未形成、自身功能还未得到有效发挥。从长远来看,服务类社会组织的发展是机遇与挑战并存的。在创新社会治理的大背景下,引导服务类社会组织参与城市社区多元治理、有效发挥服务型治理功能,需要做到:树立服务型治理的社区治理新理念,通过有效服务和政策倡导来增强服务类社会组织自身参与社区治理能力;加强自身能力建设,提高服务的专业水平。同时,加大政府相关政策的扶持力度,提高社会公信力,为服务类社会组织的发展提供良好的生存环境;培育社区居民参与意识,促进居民自治。只有政府、服务类社会组织、社区居民之间实现良性互动,才能最终迈向服务型社区治理的目标,促进社区治理体制的改革和创新。
[Abstract]:The overall goal of deepening the reform in an all-round way is to perfect and develop the socialist system with Chinese characteristics and to promote the modernization of the national governance system and governance capacity. Under such strategic background, the innovation of social governance system is put on the important agenda as part of the modernization of national governance system and governance ability. The core of social governance system is community, modern community governance is the joint participation of multiple forces. With its unique professional value and social function, social organizations play an important role in innovating the social governance system. In recent years, more and more social organizations have penetrated into the community, playing an important role in providing professional services, promoting residents' participation and promoting community development. Promote community governance system innovation of the main breakthrough areas and directions. This is not only the inevitable requirement of social system reform and innovation, but also the inherent need of building a harmonious society. This paper focuses on the basic situation of the operation and development of the service social organization in Chongqing, probes into its role value and function in the pluralistic governance of the urban community, analyzes its operation process and realistic situation, and thinks about its future trend and strategy. As an important part of social organizations, service social organizations participate in the multiple governance of urban communities on the basic level of service, it is through services to achieve governance, This service includes both practical and direct services for community residents and policy advocacy to change the status quo. Therefore, the participation of service social organizations in urban community multiple governance is a typical service governance. Based on the idea of service-oriented governance, this paper puts the service social organization, the government and the community residents in the community governance system, so that the "intermediary" role of the service social organization can be reflected. According to the logical sequence of "theoretical discussion-empirical investigation-countermeasure research", this paper, guided by governance theory, social capital theory and social ecosystem theory, constructs the research thought map around the thought of service-oriented governance. It presents the dimensions of interaction between service social organizations, government and community residents: resource acquisition and policy advocacy, promotion of participation and promotion of autonomy. Based on the empirical investigation of 48 service social organizations in Chongqing and the typical cases, this paper analyzes the practical problems and the causes of the participation of service social organizations in the pluralistic governance of urban communities. And put forward the feasible development countermeasure in the future combined with the actual situation. The results of empirical investigation show that the development of service social organizations in Chongqing is still in its infancy, the concept of service-oriented governance has not been formed, and its own functions have not been effectively brought into play. In the long run, the development of service social organizations is both opportunities and challenges. Under the background of innovating the social governance, we should guide the service social organizations to participate in the pluralistic governance of the urban community and give full play to the function of the service-oriented governance. We should set up a new concept of community governance based on the service-oriented governance. Through effective service and policy advocacy to strengthen the ability of service social organizations to participate in community governance, strengthen their own capacity building, improve the professional level of service. At the same time, we should increase the support of government policies, improve social credibility, provide a good living environment for the development of service social organizations, cultivate community residents' participation consciousness, and promote residents' autonomy. Only when the government, the service social organization and the community residents can realize the benign interaction, can they finally move towards the goal of the service-oriented community governance and promote the reform and innovation of the community governance system.
