论群体性寻租及治理策略

【摘要】:目前西方很多国家就存在着寻租现象,当然处于转型期的中国也不例外。寻租行为的理论时间兴起短暂,但是其理论普遍影响了政治学的各个分支,也为社会学、经济学、法学和行政管理学提供了新的研究思路。群体性寻租更是以一种前所未有的姿态在中国的经济市场和政治市场中盛行。这些寻租活动对我国的社会主义经济体制的改革和社会公平公正的实现都产生了十分不利的影响。群体性寻租的研究对我国政治和经济生活存在的问题有很强的指导意义,同时对于正在进行中的经济体制改革也有着一定的作用。目前,我国政治经济学界有很多利用寻租理论分析寻租腐败问题或寻租造成的浪费问题,如权力寻租、制度寻租、寻租行为、寻租的边际效应等,而对群体性寻租行为的研究鲜有涉及,大多散见于各类相关的研究成果中。本文对群体性寻租行为的研究可以完善和补充学术界一些学者对其的研究内容和成果。本文从政治学的角度出发,主要运用了思辨法和经验法。思辨法是理论性的研究方法,可以借助概念进行理论思维;经验法多从自身的经验角度出发,在研究的过程中注重运用可以观察和测定的经验材料对人类行为或者社会现象的考量和分析。本文分为六个部分。第一部分导论。说明了选题的理论背景、国内外研究现状、研究方法、研究目标和创新之处。第二部分寻租理论与治理派别。对寻租和群体性寻租的含义做了分析,并介绍了各个理论派别。第三部分为群体性寻租中的经济关联性。从公共权力的支持要素出发分析了群体性寻租的利益偏好、普遍目的、需求和供给的根源以及增加的社会成本。第四部分为群体性寻租中的权力关联性。从马克思政治学的公共权力的角度分析了公权泛化的可能性。第五部分为群体性寻租的治理策略。分析了群体性寻租的负面效应,以及治理的理论依据和策略。第六部分为结语。对全文做出总结和概括。
[Abstract]:At present, many countries in the West have rent-seeking phenomenon, of course, China in transition is no exception. The theory of rent-seeking is short, but its theory has influenced all branches of political science and provided new research ideas for sociology, economics, law and administrative management. Group rent-seeking is more popular in China's economic and political markets with an unprecedented posture. These rent-seeking activities have had a very negative impact on the reform of our socialist economic system and the realization of social fairness and justice. The study of group rent-seeking has a strong guiding significance for the problems existing in our country's political and economic life, and also plays a certain role in the ongoing economic system reform. At present, there are many political and economic circles in our country to analyze the problem of rent-seeking corruption or the waste caused by rent-seeking, such as power rent-seeking, system rent-seeking, rent-seeking behavior, the marginal effect of rent-seeking and so on. However, the research on group rent-seeking behavior is rarely involved, mostly scattered in all kinds of related research results. The research on group rent-seeking behavior in this paper can perfect and supplement the research contents and achievements of some scholars in academic circles. From the angle of political science, this paper mainly uses speculative and empirical methods. The speculative method is a theoretical research method, which can be thought with the aid of the concept, and the empirical method is mostly based on one's own experience. In the process of research, we pay attention to the use of observable and measurable empirical materials for the consideration and analysis of human behavior or social phenomena. This paper is divided into six parts. The first part is introduction. The theoretical background, current research situation, research methods, research objectives and innovations are explained. The second part is about rent-seeking theory and governing school. The meaning of rent-seeking and group rent-seeking is analyzed, and various theoretical schools are introduced. The third part is the economic relevance in group rent-seeking. Based on the supporting elements of public power, this paper analyzes the interest preference of group rent-seeking, the general purpose, the root of demand and supply, and the increasing social cost. The fourth part is the power relation in group rent-seeking. This paper analyzes the possibility of generalization of public power from the angle of Marx's political science. The fifth part is the governance strategy of group rent-seeking. This paper analyzes the negative effects of group rent-seeking, as well as the theoretical basis and strategy of governance. The sixth part is the conclusion. Summarize and summarize the full text.
