跨界治理视野下京津冀区域雾霾治理问题研究

【摘要】：近年来,随着公共治理理论的不断发展和完善,跨界治理理论已经成为各国应对公共问题特别是环境问题的主流趋势和战略选择。在此次京津冀区域雾霾中呈现出的污染源多重性、污染范围跨界性、污染性质恶劣性等特征,决定了依靠传统的单一的行政区政府力量难以达到从根本上根治雾霾的效果,需要京、津、冀三地打破“一亩三分地”的行政区划,进行跨界治理。本文主要依托跨界治理理论,以京津冀区域雾霾为切入点,运用文献分析方法和对比分析方法,在前人对雾霾治理研究的基础上,对比分析了京、津、冀三地的雾霾治理现状,接着对京津冀区域在雾霾治理中存在的问题及存在问题的原因进行深刻剖析,最后在借鉴国外雾霾治理经验的基础上提出了京津冀区域雾霾治理的关键是建立京津冀空气质量跨界管理区,并对完善该管理区的运行机制进行了阐述。此外还提出应该通过提高政府执行效力、调整京津冀区域产业结构、增强企业和公众的环保意识等方面达到雾霾治理、改善空气质量的效果。
[Abstract]:In recent years, with the continuous development and improvement of the theory of public governance, the theory of cross-border governance has become the mainstream trend and strategic choice for countries to deal with public problems, especially environmental problems. The characteristics of the pollution sources in the smog in the Beijing-Tianjin-Hebei region, the transboundary nature of the pollution areas, and the evil nature of the pollution determine that it is difficult to fundamentally cure the smog by relying on the traditional single government of the administrative region. Need Beijing, Tianjin, Hebei three to break "one mu of three-acre" administrative divisions, cross-border governance. Based on the theory of cross-border control, taking the smog in the Beijing-Tianjin-Hebei region as the starting point and using the methods of literature analysis and comparative analysis, this paper compares and analyzes the present situation of smog control in Beijing, Tianjin and Hebei on the basis of previous studies on the treatment of smog. Then the problems and causes of smog control in Beijing-Tianjin-Hebei region are deeply analyzed. Finally, based on the experience of overseas smog control, the paper puts forward that the key of smog control in Beijing-Tianjin-Hebei region is to establish the transboundary management area of air quality in Beijing-Tianjin-Hebei region, and expounds the operation mechanism of the management area. In addition, we should improve the effectiveness of government execution, adjust the industrial structure of the Beijing-Tianjin-Hebei region, enhance the environmental awareness of enterprises and the public, and achieve the effect of controlling smog and improving air quality.
