山东省电子政务信息资源共享存在的问题及对策研究

【摘要】：信息化是当今世界的发展趋势,作为信息化时代重要产物的电子政务得到了各国政府的高度重视,电子政务信息资源共享也成为了学术界研究的热点之一对实现政府的在线服务、在线管理及提高政府工作效率、降低行政成本发挥了积极的推动作用。山东作为环渤海经济区与黄河经济带的交汇点,是我国的经济大省,电子政务相较其他省份起步较早,发展较快,在信息资源共享方面取得了定成效,但与发达地区相比仍存在一定差距和亟需解决的问题。本文以山东省电子政务信息资源共享作为研究对象,具有较强的代表性。本文采用文献分析、理论分析等研究方法,运用信息流程理论、公共物品理论、信息公开理论等作为理论支撑,创新性的在技术、法治、库藏和网络方面结合当地实际对山东在电子政务信息资源共享过程中存在的问题进行分析,从基础设施、标准规化、资源管理、安全防范等造成制约瓶颈的原因入手,通过对美国、英国、法国、新加坡等发达国家在电子政务信息资源共享方面进行归纳与比较,借鉴这些地区的成功经验,最后有针对性的提出完善网络体系建设、基层基础设施建设、应用开发建设、数据库建设、网络安全建设等作为消除共享障碍的对策。当前,山东省发展电子政务信息资源共享的大环境较好,但同时也存在一些不容忽视的问题,必须以开拓进取的精神,运用先进的信息通信技术,打破制约瓶颈,完善政府行政体制改革,全面推进全省电子政务及其信息资源共享的建设。
[Abstract]:Informatization is the development trend of the world today. E-government, as an important product of the information age, has been attached great importance by the governments of all countries. E-government information resource sharing has also become one of the hot spots in academic research. It has played an active role in the realization of online government services, online management, improving the efficiency of government work and reducing administrative costs. Shandong, as the intersection of the Bohai Sea Economic Zone and the Yellow River Economic Zone, is a major economic province in China. E-government started earlier and developed faster than other provinces, and it has achieved certain results in information resource sharing. However, compared with the developed regions, there are still some gaps and problems that need to be solved. In this paper, Shandong Province E-government information resources sharing as the research object, has a strong representativeness. In this paper, literature analysis, theoretical analysis and other research methods, using information flow theory, public goods theory, information disclosure theory as theoretical support, innovative in technology, rule of law, Combined with the local reality, the paper analyzes the problems existing in the process of e-government information resource sharing in Shandong Province, starting with the reasons that restrict the bottleneck, such as infrastructure, standard planning, resource management, security prevention and so on. Through summing up and comparing the information resources sharing of E-government in the developed countries, such as the United States, Britain, France, Singapore and so on, and drawing on the successful experiences of these regions, we finally put forward to perfect the network system construction. Basic infrastructure construction, application development construction, database construction and network security construction are the countermeasures to eliminate the obstacles of sharing. At present, the general environment for the development of e-government information resources sharing in Shandong Province is better, but at the same time there are some problems that can not be ignored. We must use advanced information and communication technology to break the bottleneck in the spirit of pioneering and enterprising. We will improve the reform of the government's administrative system and comprehensively promote the construction of electronic government affairs and the sharing of information resources throughout the province.
