【摘要】：社会救助是社会保障制度体系中最基本的制度安排。作为社会保障制度的基石,社会救助有其特殊使命,即任何时期都要保障弱势群体的基本生存需求,维护社会底线公正,是任何国家、任何社会组织都不可或缺的重要组成部分。因此,也被称为“最后一道安全网”。近几年来,我国社会救助体系建设取得的成就有目共睹,但仍有不少问题存在在现行社会救助体系中。其中,区域差距和城乡差别的现实存在,揭示了我国社会救助理论政策与具体实践脱节的问题。在城乡一体化的大背景下,社会救助作为解决贫困问题的重要制度,毫无疑问是我国统筹城乡发展战略实施中的重中之重。缩小区域间、城乡间社会救助差距,提升社会救助有效性,以保证公民权益神圣不可侵害。本文以马克思主义为指导思想,以唯物辩证法为分析基础,综合运用社会救助思想等相关理论,在当前我国城乡一体化的背景下,首先提出影响社会救助有效性的三个维度,其次对我国城乡社会救助的运行现状进行系统、全面的梳理,对比农村和城市社会救助的发展困局,表现出社会救助城乡非均衡发展的事实。然后从社会救助制度设计、社会救助组织建设、社会救助资金管控三大方面归纳分析影响我国城乡社会救助有效性的成因。最后,按照城乡统筹发展战略的指导思想和总体要求,对阻碍提升我国城乡社会救助有效性的主要问题进行了相对应的解决,同样也对促进社会救助有效运行的方式、方法进行了探索。
[Abstract]:Social assistance is the most basic institutional arrangement in the system of social security system. As the cornerstone of the social security system, social assistance has its special mission. That is, to ensure the basic survival needs of the disadvantaged groups at any time, and to maintain the social bottom line is an indispensable part of any country and any social organization. Therefore, It is known as "the last safety net". In recent years, the achievements made in the construction of social assistance system have been seen in our country, but there are still a lot of problems in the current social assistance system. Among them, the reality of the regional gap and the difference between urban and rural areas reveals the problem of disconnection between the policy of social rescue assistant and the concrete practice in our country. Under the large background of the body, social assistance, as an important system to solve the problem of poverty, is undoubtedly the most important in the implementation of the strategy of urban and rural development in China. To narrow the gap between the regions, the social assistance gap between urban and rural areas, to improve the effectiveness of social assistance, and to ensure that the rights of citizens are sacred and inviolable. This article is guided by Marx's doctrine. The materialist dialectics is the basis of analysis and the comprehensive use of social assistance ideas and other related theories. Under the background of the integration of urban and rural areas in China, it first puts forward three dimensions that affect the effectiveness of social assistance, followed by a systematic and comprehensive combing of the current situation of urban and rural social assistance in China, and contrasts the development of social assistance in rural and urban areas. It shows the fact that social assistance is unevenly developed between urban and rural areas. Then from the three aspects of social assistance system design, social assistance organization construction, and social assistance fund management and control, the causes of the effectiveness of urban and rural social assistance in China are summarized and analyzed. Finally, in accordance with the guiding ideology and general requirements of the overall development strategy of urban and rural development strategy, the hindrance to improve me The main problems of the effectiveness of social assistance in urban and rural areas have been solved correspondingly, and the ways and methods of promoting the effective operation of social assistance have also been explored.
