【摘要】：近年来,我国各种自然灾害频繁发生。自然灾害的发生干扰了正常的社会生产和生活秩序,给人民群众的生命、健康和财产带来了巨大的损失。随着抢险救灾工作的结束,灾后重建工作被提上日程。灾后重建是自然灾害应对管理的重要组成部分,项目实施则是灾后重建的重要支撑,公共服务项目又是灾后重建项目的重中之重。灾后重建公共服务项目监管的好坏,直接关系到受灾群众的切身利益和灾区重建的速度,同时反映着我们党的执政能力、执政水平以及社会主义制度优越性。因此,研究灾后重建公共服务项目的监管问题,具有很强的必要性。我国在灾后重建方面的研究起步较晚,2008年之前关于灾后重建方面的研究较少,08年汶川地震发生之后针对于灾后重建方面的研究开始有所增加。关于恢复重建项目监管系统化和整体化的研究比较少,系统化和本土化理论体系尚待完善。目前的理论研究现状对于推动我国灾后重建项目监管体系的整体完善和管理实践向纵深方向的发展作用不明显,至于以灾后重建公共服务项目为范例的研究,目前在相关资料库里还较为鲜见。在国外,政府在对项目监管方面的研究和发展已相对成熟,特别是美、英等西方发达国家经过多年的研究和发展,在灾后重建项目监管方面已经具有较为完善的体系。也正因为如此,国外对灾后恢复重建的研究大多致力于对灾后重建实施的某个阶段或者某个方面的专题研究,总体上主要集中在灾后重建规划、重建模式等方面,同样在灾后重建项目监管方面系统研究较少。由此,以公共服务项目为例,从理论与实践相结合的项目监管的角度来加强灾后重建政府监管工作的研究,具有重要的理论价值和社会意义。本文从准确把握和分析灾后恢复重建公共服务项目的内涵出发,通过对我国灾后重建公共服务项目政府监管的概况进行比较研究,发现现有的监管方式不能满足我国灾后恢复重建公共服务项目的需求,再结合雅安市雨城区灾后重建公共服务项目监管实际,运用多种分析方法,对项目监管的关键环节进行了剖析,进而提出了灾后恢复重建公共服务项目改善和创新的启示和建议,即注重形成灾后重建公共服务项目监管合力,做实灾后重建公共服务项目监管前期工作,强化灾后重建公共服务项目审批流程监管,创新使用灾后重建公共服务项目监管模式,尝试外包灾后重建公共服务项目监管的部分环节,加强灾后重建公共服务项目监管的后评估管理。
[Abstract]:In recent years, all kinds of natural disasters occur frequently in China. The occurrence of natural disasters interferes with the normal social production and life order, and brings huge losses to the lives, health and property of the people. With the end of rescue and relief work, reconstruction work has been put on the agenda. Post-disaster reconstruction is an important part of natural disaster management, project implementation is an important support for post-disaster reconstruction, and public service project is the most important part of post-disaster reconstruction project. The supervision of the public service project after the disaster is directly related to the vital interests of the affected people and the speed of reconstruction in the disaster area, and also reflects the ruling ability, the ruling level and the superiority of the socialist system of our party. Therefore, it is necessary to study the supervision of post-disaster reconstruction of public service projects. The research on post-disaster reconstruction in China started late, but less before 2008, and the research on post-disaster reconstruction began to increase after the Wenchuan earthquake in 2008. There are few researches on systematization and integration of rehabilitation and reconstruction project supervision, and the systematization and localization theory system need to be perfected. The current situation of theoretical research is not obvious to promote the overall improvement of China's post-disaster reconstruction project supervision system and the development of management practice to the depth of the direction, as for the post-disaster reconstruction of public service projects as an example of research, At present in the relevant data library is still relatively rare. In foreign countries, government research and development on project supervision has been relatively mature, especially in the United States, Britain and other western developed countries after years of research and development, in the post-disaster reconstruction project supervision has a relatively complete system. Because of this, foreign researches on disaster recovery and reconstruction are mostly devoted to special studies on some stage or aspect of the implementation of post-disaster reconstruction. In general, they mainly focus on the planning of post-disaster reconstruction, reconstruction models, and so on. There is also less systematic research on the supervision of post-disaster reconstruction projects. Therefore, taking the public service project as an example, it is of great theoretical value and social significance to strengthen the research on the reconstruction of government supervision after the disaster from the perspective of project supervision combining theory and practice. Based on the accurate understanding and analysis of the connotation of the reconstruction of public service projects after disaster, this paper makes a comparative study on the general situation of government supervision of post-disaster reconstruction public service projects in China. It is found that the existing supervision methods can not meet the needs of the reconstruction of public service projects after disaster recovery in China, and combined with the supervision practice of rebuilding public service projects in Yucheng District of Ya'an City, a variety of analytical methods are used. The key links of project supervision are analyzed, and the enlightenment and suggestion of improving and innovating public service projects after disaster recovery and reconstruction are put forward, that is, the joint supervision and management of post-disaster reconstruction public service projects should be emphasized. To strengthen the supervision of post-disaster reconstruction of public service projects, strengthen the supervision of the approval process of post-disaster reconstruction public service projects, and innovate the use of post-disaster reconstruction of public service projects supervision model, This paper attempts to outsource part of the supervision of post-disaster reconstruction public service project and strengthen the post-evaluation management of post-disaster reconstruction public service project supervision.
