【摘要】：从改革开放至今,中国社会发生了翻天覆地的变化,政治领域取得了巨大的成就,社会主义市场经济蓬勃发展,人们的生活水平得到了极大的提高,人民群众已经不再仅仅满足于物质生活水平的提高而是逐渐开始追求精神生活的享受。然而当前的社会现实是,人们对精神文化生活需求的不断增长,而当前的公共文化服务又并不能完全满足人们的需求,两者之间的矛盾日益突显。这就对公共文化工作提出了更高的要求,文化体制改革迫在眉睫。所以在党的十八届三中全会公报中提出了构建现代公共文化服务体系这一新的文化建设理论以进一步深化改革,推动社会主义文化大发展大繁荣。而政府作为现代公共文化服务体系构建的一个重要主体,作为公共文化产品和服务的主要提供者,在当前文化建设中起到了核心的推动作用,政府职能的发挥与体系的构建息息相关。因此,本文就以现代公共文化服务体系构建为基础,以政府职能为重点来展开全文的分析研究。本文的第一部分主要介绍了选择现代公共文化服务体系构建中的政府职能研究作为论题的背景,梳理了目前国内外的相关研究情况,阐述了本选题的立意创新和研究意义,列出了文章的主要线索以此为基础开始对全文的论述。第二部分通过对现代公共文化服务体系构建的相关概念的界定,以及体系的基本特征、体系构建中的主体和体系构建目标的阐述,确定政府在现代公共文化服务体系构建中的主导地位。第三部分则通过对于政府基本职能的概述,重点明确政府文化职能内涵,进而界定了政府公共文化服务职能的概念,在此基础上对政府在现代公共文化服务体系构建中的职能进行定位,明确政府在构建现代公共文化服务体系中担任的主要职能。第四部分则对政府在体系构建中职能发挥的现状,包括成效、存在的问题以及问题产生的原因进行阐述分析。第五部分,在之前论述的基础上,为政府职能如何在构建现代公共文化服务体系中更好地发挥作用,提出了相应的提升路径建议。
[Abstract]:From the beginning of reform and opening up to the outside world, great changes have taken place in Chinese society, great achievements have been made in the political field, the socialist market economy has flourished, and people's living standards have been greatly improved. People are no longer satisfied with the improvement of material life level, but begin to pursue the enjoyment of spiritual life gradually. However, the current social reality is that the increasing demand for spiritual and cultural life, and the current public cultural services can not fully meet the needs of people, the contradiction between the two is becoming increasingly prominent. This put forward higher request to public culture work, cultural system reform is urgent. Therefore, in the communique of the third Plenary session of the 18th CPC Central Committee, the author put forward the new cultural construction theory of constructing the modern public cultural service system in order to further deepen the reform and promote the great development and prosperity of socialist culture. As an important subject in the construction of modern public cultural service system and as the main provider of public cultural products and services, the government has played a central role in the current cultural construction. The function of government is closely related to the construction of system. Therefore, based on the construction of modern public cultural service system, this paper focuses on the function of government to carry out the analysis and study of the full text. The first part of this paper mainly introduces the background of choosing the government function research in the construction of modern public cultural service system as the background, combs the current domestic and foreign related research situation, elaborated the idea innovation and the research significance of this topic. This article lists the main clues on the basis of the beginning of the full text of the discussion. The second part defines the relevant concepts of the construction of modern public cultural service system, as well as the basic characteristics of the system, the main body in the system construction and the system construction objectives. Determine the leading position of the government in the construction of modern public cultural service system. The third part, through the overview of the basic functions of the government, focuses on defining the connotation of the cultural function of the government, and then defines the concept of the public cultural service function of the government. On this basis, the functions of the government in the construction of the modern public cultural service system are defined, and the main functions of the government in the construction of the modern public cultural service system are clarified. The fourth part analyzes the current situation of the government in the construction of the system, including the effectiveness, existing problems and the causes of the problems. The fifth part, on the basis of the previous discussion, puts forward some suggestions on how the government functions can play a better role in the construction of modern public cultural service system.
