公务员思想政治教育中的道德关怀研究

【摘要】:在我国,公务员是依法履行政府职能的主力军,也是国家路线、方针、政策以及各种法律法规的具体执行者。公务员思想道德素质的高低在某种程度上直接影响到我党的执政能力和我国政府的管理水平。公务员思想政治教育,在其本质上就是提高公务员的思想道德素质,以更好的发挥党全心全意为人民服务的宗旨,更好的加强服务型政府的建设,从而提升党和政府在人民心中的公信力。然而,一直以来,我国公务员的思想政治教育都坚持以“社会本位”为价值导向,忽视了公务员自身内在的思想道德建设,这在一定意义上抹杀了公务员思想政治教育的道德关怀属性。道德关怀,顾名思义,就是要在道德上给予关怀,即体现出关怀的道德性。可见,为了更好的发挥公务员思想政治教育的作用,就必须将道德关怀纳入其中,彰显出公务员思想政治教育的“道德性”本质。本文主要运用文献搜集整理、比较归纳等方法,在借鉴、吸收国内外专家学者研究成果的基础上,试图将道德关怀与公务员的思想政治教育作为一个统一的整体进行研究,以期能够夯实道德关怀课题研究的理论基础,从而为公务员思想政治教育提供理论指导。全文共分为五部分:第一部分:分析并阐述研究的目的和意义;整理所搜集实物资料归纳和概括出国内外当前对这一课题研究的现状。第二部分:界定公务员思想政治教育道德关怀的相关概念;指出道德关怀与公务员思想政治教育之间的内在关联。第三部分:分别阐述公务员思想政治教育道德关怀的理论依据和现实依据。第四部分:列举当前公务员思想政治教育道德关怀所取得的成绩和存在的不足之处,并对存在不足的原因进行分析。第五部分:针对存在的不足和原因从树立公务员思想政治教育道德关怀的正确观念、创设公务员思想政治教育道德关怀的载体、完善公务员思想政治教育道德关怀的机制,形成公务员思想政治教育道德关怀的队伍合力四个方面对实现公务员思想政治教育道德关怀的路径进行梳理。
[Abstract]:In our country, the civil servant is the main force to perform the government function according to law, and also the concrete executor of the national line, principle, policy and various laws and regulations. To a certain extent, the ideological and moral quality of civil servants directly affects the ruling ability of our Party and the management level of our government. In essence, the ideological and political education of civil servants is to improve the ideological and moral quality of civil servants, to give better play to the Party's purpose of serving the people wholeheartedly, and to better strengthen the construction of service-oriented government. So as to enhance the Party and the government in the hearts of the people's credibility. However, the ideological and political education of civil servants in our country has always been guided by the "social standard" and ignored the internal ideological and moral construction of civil servants. This in a certain sense erased the ideological and political education of civil servants moral care attribute. Moral solicitude, as the name implies, is to give moral care, that is, to embody the morality of solicitude. It can be seen that in order to play the role of ideological and political education of civil servants better, we must take moral care into account and highlight the "moral" nature of ideological and political education of civil servants. This paper mainly uses the methods of literature collection, comparison and induction, on the basis of drawing lessons from and absorbing the research results of experts and scholars at home and abroad, attempts to study moral concern and ideological and political education of civil servants as a unified whole. The aim is to consolidate the theoretical basis of moral concern and provide theoretical guidance for ideological and political education of civil servants. The full text is divided into five parts: the first part: analyze and explain the purpose and significance of the research, summarize and summarize the current situation of the research on this subject at home and abroad. The second part: defines the related concepts of civil servants' ideological and political education, and points out the internal relationship between moral concern and civil servants' ideological and political education. The third part: the theoretical basis and practical basis of the ideological and political education and moral care of civil servants. The fourth part: enumerates the achievements and shortcomings of the current ideological and political education and moral care of civil servants, and analyzes the reasons for the deficiencies. The fifth part: in view of the deficiency and reason, we should set up the correct concept of civil servants' ideological and political education and moral care, create the carrier of civil servants' ideological and political education and moral care, and perfect the mechanism of civil servants' ideological and political education and moral care. The formation of civil servants' ideological and political education and moral care team join forces to sort out the path of realizing civil servants' ideological and political education and moral care.
