藏区现代化的演进轨迹:理论、经验与当下实践

【摘要】：藏区的现代化只可能是一个渐进的过程。中央第六次藏区工作会议指出必须牢牢把握西藏社会的主要矛盾和特殊矛盾,把改善民生、凝聚人心作为经济社会发展的出发点和落脚点,结合当前区情,藏区的现代化不可能只是规模经营基础上的现代化,而必须是以农牧民为主的现代化。藏区将长期保持小规模经营格局。藏区现代化必须首先回应牧民生计系统的需要。在十三五期间,藏区必须同时完成三大基本任务:一是保证畜牧业安全,二是为藏区牧民提供就业收入,三是为藏区现代化提供稳定器。国家政策若能回应牧民的需要,解决牧区经济中存在的牧户与社会化大生产之间的矛盾,藏区就可以同时完成以上三大任务,从而为藏区整体的现代化提供可靠的畜牧业基础。
[Abstract]:Modernization of Tibetan areas can only be a gradual process. The sixth work Conference of the Central Committee on Tibetan areas pointed out that it is necessary to firmly grasp the principal and special contradictions of Tibetan society, regard improving the people's livelihood and rallying people's hearts as the starting point and foothold of economic and social development, and taking into account the current situation in the region. The modernization of Tibetan area can not only be based on scale management, but must be based on farmers and herdsmen. Tibetan areas will maintain a long-term small-scale business pattern. The modernization of Tibetan area must first respond to the needs of herdsmen's livelihood system. During the 13th Five-Year Plan period, the Tibetan area must simultaneously complete three basic tasks: first, to ensure the security of animal husbandry; second, to provide employment income for the Tibetan herdsmen; and third, to provide the stabilizer for the modernization of the Tibetan area. If the national policy can respond to the needs of herdsmen and solve the contradiction between herdsmen and socialized mass production in the economy of pastoral areas, Tibetan areas can complete the above three tasks at the same time, thus providing a reliable animal husbandry foundation for the overall modernization of Tibetan areas.
