适应性治理视阈下京津冀府际合作研究

【摘要】:京津冀府际合作的价值取向是实现京津冀政府在各自利益博弈的同时,兼顾各方利益并取得整体利益的最大化。随着京津冀府际合作的深入,理想的外部治理环境的逐渐减少,适应性治理理论为回应京津冀区域治理复杂系统之中的公共治理问题提供了新的理论视角。本文采用文献资料分析、比较分析、系统分析等研究方法,通过对埃莉诺·奥斯特罗姆及其同事提出的适应性治理理论的内涵与实际应用拓展研究为契机,论证分析了适应性治理理论在府际合作领域的普适性与可行性。以此为理论支撑,分析出当前京津冀府际合作的关键原因:由理性指导下的京津冀三方政府在缺少统一规划与行动指南时,采取片面利己主义行动方式造成京津冀政府整体集体利益受损。府际合作的理论与实践为府际之间的博弈提供了沟通交流的平台,缓和了府际博弈中的对立与冲突。本文通过对京津冀府际合作中重点领域的合作必要性与困境,结合国内外府际合作成功案例的列举、分析,以适应性治理理论的视阈加以分析,得出京津冀府际合作应贯彻的五个原则分别为:平等合作原则、完全信息原则、规则服从原则、制度多样性原则、渐进与权变原则。在这些原则之上,针对京津冀府际合作的重点领域——生态补偿机制、交通一体化网络、文化产业协同发展,提出了构建整体性绩效考核体系与强力协调监督机构的对策。
[Abstract]:The value orientation of the cooperation between Beijing, Tianjin and Hebei governments is to realize the maximization of the interests of all parties and the overall interests of the Beijing, Tianjin and Hebei governments while their respective interests are playing a game. With the deepening of the cooperation between the Beijing-Tianjin-Hebei governments and the gradual decrease of the ideal external governance environment, the adaptive governance theory provides a new theoretical perspective for responding to the public governance problems in the complex system of regional governance in the Beijing-Tianjin-Hebei region. In this paper, by means of literature analysis, comparative analysis, systematic analysis and other research methods, through the research on the connotation and practical application of adaptive governance theory proposed by Eleanor Ostrom and his colleagues, The applicability and feasibility of adaptive governance theory in the field of inter-governmental cooperation are demonstrated and analyzed. Taking this as the theoretical support, this paper analyzes the key reasons for the current cooperation between the Beijing-Tianjin-Hebei governments: when the Beijing-Tianjin-Hebei government, under the guidance of reason, lacks a unified planning and action guide, Adopting one-sided egoism causes the whole collective interests of Beijing, Tianjin and Hebei government to be damaged. The theory and practice of inter-governmental cooperation provide a platform for communication and exchange between governments, and ease the antagonism and conflict in the inter-governmental game. This paper analyzes the necessity and predicament of the cooperation in the key areas of Beijing-Tianjin-Hebei inter-governmental cooperation, combined with the enumeration of successful cases of inter-governmental cooperation at home and abroad, and analyzes it from the perspective of adaptive governance theory. It is concluded that the five principles to be carried out in the cooperation between Beijing, Tianjin and Hebei are equal cooperation principle, complete information principle, rule obedience principle, system diversity principle, gradual and contingency principle. On the basis of these principles, aiming at the key fields of Beijing-Tianjin-Hebei government cooperation-ecological compensation mechanism, transportation integration network and the coordinated development of cultural industry, this paper puts forward some countermeasures to construct the overall performance appraisal system and the strong coordination and supervision organization.
