企业化管理的工商服务中心内部绩效管理研究

【摘要】:十八大以来的改革举措,在降低市场准入门槛以顺应发展需要的同时,必然会对市场准入服务效能产生强大的冲击。而为了适应发展形势,更好地贴近服务相对人的需求,必须加快优化职能部门内部管理,从而提升服务效能。因此在工商服务中心这样的机构内部的绩效管理模式中引入先进的绩效评估机制势在必行。笔者顺应形势发展需要适时开展此项研究,目的是希望能在提升职能服务机构对绩效管理体制革新的重视程度方面起到积极作用,从而树立先进的管理理念,不断提升决策的科学性,进一步提升服务效率,加快职能转变,以更好地适应日益增长的社会需求,为社会公众提供更多更好的服务产品,使人民群众在深化改革、不断解放和发展生产力中更多受益。为了实现这一目的,笔者结合所学,在开展深入的实地调研和认真查阅相关文献资料的基础上,尽可能多地运用了自己所知的调查研究手段和方法,对职能服务机构革新绩效管理指标体系和开展绩效评估的必要性和紧迫性进行了论证,对当前国内外研究现状以及引入国外先进的绩效管理经验和理念的可行性进行了论证分析,并对工商服务中心绩效评估指标体系进行了分析、论证、重构和革新,同时通过对比绩效管理体系改革前后的工作实绩、效能以及社会评价结果等指标,对实施此项革新的主要成果进行了阐述,最后结合研究过程中发现的问题给出进一步健全完善绩效管理体系的意见和展望。
[Abstract]:Since the 18th National Congress of the CPC, the reform measures, while lowering the threshold of market access to meet the needs of development, will inevitably have a strong impact on the effectiveness of market access services. In order to adapt to the development situation and get closer to the needs of the service counterpart, we must speed up the optimization of the internal management of the functional department, thereby enhancing the efficiency of the service. Therefore, it is imperative to introduce the advanced performance evaluation mechanism into the internal performance management model of the industrial and commercial service center. The author adapts to the development of the situation to carry out this research in a timely manner, in the hope that it can play a positive role in enhancing the importance attached by the functional service organizations to the reform of the performance management system, thereby setting up advanced management concepts. We should continuously improve the scientific nature of decision-making, further improve service efficiency, speed up the transformation of functions, better adapt to the growing social needs, provide more and better service products to the public, and enable the people to deepen reform. We will continue to liberate and develop the productive forces in order to benefit more. In order to achieve this goal, the author combined with what he learned, on the basis of carrying out in-depth field research and carefully consulting relevant literature and materials, using as much as possible the means and methods of investigation and research known to me. This paper demonstrates the necessity and urgency of reforming the performance management index system and carrying out the performance evaluation in the functional service organizations. The present research situation at home and abroad and the feasibility of introducing foreign advanced performance management experience and concept are discussed and analyzed, and the performance evaluation index system of business service center is analyzed, demonstrated, reconstructed and innovated. At the same time, by comparing the performance, efficiency and social evaluation results before and after the reform of the performance management system, the main results of the implementation of the innovation are described. Finally, combined with the problems found in the process of research, the author gives some suggestions and prospects to improve the performance management system.
