阿拉善盟额济纳旗服务型政府建设存在的问题及对策研究

【摘要】：服务型政府的建设是现代社会经济发展的迫切需求,是建设社会主义新农村新牧区,推进农村(牧区)综合改革的现实需要,也是统筹城乡一体化发展的重要举措。本文的研究试图在有效分析国内外服务型政府建设基本情况的基础上,结合边境民族地区——额济纳旗的现实,充分考虑边境民族地区的特殊性,对额济纳旗服务型政府建设存在的问题和原因进行全面系统的分析,针对性的提出了切实可行的对策建议,从而为加快偏远边境民族地区服务型政府建设、推动地方社会经济发展、突破发展瓶颈、促进经济发展方式转变、调整产业结构提供可靠依据,以进一步优化公共服务环境,改善基础生活环境,提升党的吸引力,增强民族凝聚力和偏远边境民族地区群众对党的认同感,提高基层政府的科学决策水平和公共服务能力,提升牧民群众的幸福感和"满意度",进而为实现中华民族伟大复兴的"中国梦"汇聚力量。
[Abstract]:The construction of service-oriented government is an urgent need for the development of modern society and economy, a realistic need for building a new socialist countryside and a new pastoral area, and a practical need for promoting the comprehensive reform of the countryside (pastoral area), as well as an important measure for coordinating the development of urban and rural integration. Based on the effective analysis of the basic situation of the service-oriented government construction at home and abroad, this paper attempts to consider the particularity of the border ethnic areas in the light of the reality of the border ethnic areas-Ejina Banner. In order to speed up the construction of service-oriented government in remote border ethnic areas, the problems and causes of construction of service-oriented government in Ejina Banner are analyzed comprehensively and systematically, and practical countermeasures and suggestions are put forward in order to speed up the construction of service-oriented government in remote border ethnic areas. To promote local social and economic development, to break through the bottleneck of development, to promote the transformation of the mode of economic development, and to adjust the industrial structure to provide a reliable basis for further optimizing the public service environment, improving the basic living environment, and enhancing the Party's attractiveness, To enhance national cohesion and the sense of identity of the people in remote border ethnic areas to the Party, and to improve the level of scientific decision-making and the ability of public service of grass-roots governments, To improve the happiness and satisfaction of herdsmen, and then to bring together the "Chinese Dream" to realize the great rejuvenation of the Chinese nation.
