新时期公务员职业压力及其化解

【摘要】:党的十八大之后,随着我国经济社会发展进入到全面深化改革新时期,我国公务员群体的职业状态成为社会关注的一个焦点性问题,相应的公务员的职业管理体制也进入到深化改革的关键阶段。源自组织结构和社会评价的职业压力与风险,是公务员职业风险的关键性因素。基于PEST模型分析,经济社会环境变迁、政府体制改革、公务员职业选择及其个人自身素质等构成了公务员职业压力与风险影响因素的多个维度。系统梳理新时期公务员的职业压力和风险的影响因素,是有效缓解公务员职业压力、规避公务员职业风险的基本前提。在此基础上,公务员职业压力化解和风险规避的途径和方法,则涉及到公务员个体和组织管理两个层面,前者主要包括优化职业选择、提升职业素养、调适职业心理、恪守职业伦理等,后者主要包括量才适用、前瞻预防、制度优化等。公务员职业压力化解和风险规避,有助于推进公务员职业管理体系的改进和公务员个体履职效能的提升,有助于推动政府治理体系和治理能力现代化。
[Abstract]:After the 18th National Congress of the Party, with the economic and social development of our country entering a new period of comprehensive deepening reform, the professional status of the civil servants in our country has become a focus issue of social concern. The corresponding professional management system of civil servants has also entered the key stage of deepening the reform. Occupational pressure and risk derived from organizational structure and social evaluation are the key factors of civil servants' occupational risk. Based on pest model analysis, the changes of economic and social environment, the reform of government system, the career choice of civil servants and their personal qualities constitute many dimensions of influencing factors of civil servants' occupational pressure and risk. It is the basic premise of effectively alleviating the occupational pressure of civil servants and avoiding the occupational risks of civil servants to systematically comb the professional pressure and risk factors of civil servants in the new period. On this basis, the approaches and methods of resolving occupational stress and evading risks of civil servants are related to the two levels of individual and organizational management of civil servants. The former mainly includes optimizing career choice, promoting professional accomplishment and adjusting professional psychology. Abide by professional ethics, the latter mainly includes the ability to apply, prospective prevention, system optimization. It is helpful to promote the improvement of the civil servants' professional management system and the efficiency of the civil servants' individual performance, and to promote the modernization of the government's governance system and governance ability.
