责任型政府视角下的电视问政成效研究

【摘要】：责任型政府是一种随着现代社会发展而产生的新的政府形态,它承担着整个社会发展的责任。责任型政府是对人民高度负责的政府。政府机关及其工作人员必须科学、合理、有效地履行职责,一旦违法失职或行政不当,就必须承担相应的责任。从改革开放以来,我国社会与经济发展面临许多机遇与挑战,同时人民内部矛盾也出现诸多新的特点与表现形式。这要求各级政府具有更敏锐的洞察力与更强烈的责任心,能够更好的把握与应对,始终把人民的根本利益作为一切工作的出发点与落脚点。当前,心中有党、心中有民、心中有责,心中有戒的“四有”干部战略布局已经宏伟开篇,责任型政府的价值意义愈加凸显。为事业尽责,对人民负责,必须让责任型政府的建设步入正轨。责任型政府的建设是我国政府转型的题中之义,它体现了政府管理理念、工作重心、行为方式等整体性范式与模型的转换和演进。在责任型政府理念的指导下,电视问政节目风生水起。电视问政让公众第一次有了直面政府、对话政府、质疑政府的机会,一时成为政府了解群众所思、所盼的重要渠道,有效促进了一些老大难问题的解决,是解决政府不作为、乱作为、慢作为的一种有效途径,是满足公众参政议政热情的一条畅通渠道,电视问政风头一时无两。但是,随着电视问政的推行,其效果却反而日益衰退,差强人意,许多问题逐渐暴露:问政停留在一些重复的民生问题层面,诸如环境问题、城市管理等等,难以深入;一些政府负责人在电视上面对一些提问脸红、出汗的场面已不多见,更多的是他们面不改色的“深表歉意”“立即调查”“马上整改”等套路式答复;节目多数严重依赖当地一把手的意志,难以常态化;被问政官员当面承诺,背后弃诺,问政过后,问题也迟迟得不到解决等等,政府官员的承诺打了水漂,公信力在一次又一次“问了也白问”中逐渐流失。完全背离了责任型政府的建设理念。因此,探讨当前电视问政存在的问题并提出可行的解决方案,让电视问政在契合责任型政府建设的方向下发展,使其发挥应有的作用,具有重要意义。
[Abstract]:The responsible government is a new form of government with the development of modern society, and it bears the responsibility of the development of the whole society. A responsible government is a government that is highly responsible to the people. Government organs and their staff must perform their duties scientifically, reasonably and effectively. Since the reform and opening up, China's social and economic development is faced with many opportunities and challenges, at the same time, there are many new characteristics and manifestations of contradictions among the people. This requires governments at all levels to have a sharper insight and a stronger sense of responsibility, to better grasp and respond to the fundamental interests of the people as the starting point and end of all work. At present, the Party, the people, the responsibility in the heart and the strategic layout of the "four have" cadres in the mind have already opened, and the value of the responsible government has become more and more significant. Responsible for the cause, accountable to the people, we must let the responsible government on track. The construction of the responsible government is the meaning of the transformation of our government, which embodies the transformation and evolution of the whole paradigm and model of the government management idea, the focus of work, the behavior mode and so on. Under the guidance of the concept of responsible government, the TV political program wind and water. For the first time, the public has the opportunity to directly face the government, to talk to the government, to question the government, to become an important channel for the government to understand what the masses think and want, to effectively promote the solution of some old and difficult problems, and to solve the government's inaction. The effective way of disorderly action and slow action is a smooth channel to satisfy the enthusiasm of public participation in politics. However, with the implementation of TV politics, its effect is declining day by day, so many problems are gradually exposed: the question of politics stays at the level of repeated livelihood issues, such as environmental problems, urban management and so on, it is difficult to go deep; Some government officials on television face some questions blushing, sweating scene is rare, more is their face does not change color "deep apology", "immediate investigation", "immediate rectification" and other routine replies; Most of the programs rely heavily on the will of the local leaders and are difficult to regularize. When asked to make promises in person, they abandon their promises behind the scenes, and after they ask for political affairs, the problems are still unresolved, and so on. The promises of government officials have been wasted. Credibility in again and again, "asked the white question" gradually lost. Completely deviate from the concept of responsible government construction. Therefore, it is of great significance to probe into the problems existing in the current TV polices and put forward feasible solutions, so that the TV polices can develop in the direction of the construction of the responsible government and make it play its due role.
