事业单位公开招聘考试存在的问题及对策研究

【摘要】:事业单位涉及领域广泛,聚集了我国各行各业的优秀人才,是增强我国综合国力的重要领域。建立一支素质过硬、与社会接轨的事业单位人员队伍,对提高经济增速、推动社会的进步具有重要的意义。推行事业单位公开招聘考试是事业单位人事制度改革中的一个及其重要的方面,公开招考从人员入口上保障了事业单位选人用人行为的规范,使得用人机制更趋公平、公正,有利于事业单位人力资源的合理配置。当前事业单位公开招聘从制度上对公开招聘的范围、条件、程序等方面相应做出了规范,明确了公开招聘考试的用人机制。推行至今,开阔了事业单位选人用人的视野,保障了事业单位拥有高素质的人才队伍。事业单位公开招聘考试与公务员考录相比较而言,其施行比较晚,缺乏丰富的实践经验积累,在公开招聘实施的细节方面还有待完善。因此,应当注意积极探索有效措施,不断推进事业单位公开招聘考试科学化、规范化、制度化,真正实现按需设岗、按岗聘用、公平竞争、择优录用的目标。本文首先对事业单位和事业单位公开招聘考试的涵义、特点作出了阐释,对我国事业单位公开招聘发展历程作了介绍。其次,对我国事业单位公开招聘考试的实施现状进行分析,包括目前取得的成绩和招聘考试实施中存在的问题,从公开招聘考试制度设计,招聘考试实践运行,招聘考试方式方法,考试队伍建设等层面探讨了存在的问题及出现这些问题的原因。通过与公务员考录的比较,提出了对事业单位公开招聘考试的启示和借鉴。最后,从健全规章制度体系、规范程序标准体系、构建考试技术支持体系、优化考试队伍保障体系等方面,提出进一步完善我国事业单位公开招聘考试的路径选择。
[Abstract]:Institutions involve a wide range of fields and gather outstanding talents from all walks of life in our country, which is an important field to enhance the overall national strength of our country. It is of great significance to set up a contingent of personnel in institutions whose quality is excellent and which is in line with the society. It is of great significance to improve the economic growth rate and promote the progress of the society. It is an important aspect in the reform of the personnel system of public institutions to carry out the open recruitment examination in institutions. The open recruitment examination guarantees the norms of personnel selection and employment behavior of institutions from the personnel entrance, and makes the employment mechanism fairer and more just. It is beneficial to the rational allocation of human resources in institutions. The scope, conditions and procedures of open recruitment in institutions are regulated from the point of view of the system, and the employment mechanism of the open recruitment examination is clarified. So far, the institutions have broadened the field of vision of personnel selection and employment, ensuring institutions have a high-quality talent team. Compared with the examination of civil servants, the public recruitment examination of public institutions is carried out late, lacking of rich practical experience accumulation, and the details of the implementation of open recruitment still need to be improved. Therefore, we should actively explore effective measures to continuously promote the scientific, standardized and institutionalized open recruitment examination in institutions, so as to truly achieve the goal of setting up posts according to demand, employing according to posts, fair competition, and employing meritorious candidates. This paper first explains the meaning and characteristics of the open recruitment examination for institutions and institutions, and introduces the development of open recruitment for institutions in China. Secondly, this paper analyzes the present situation of the implementation of the open recruitment examination in our country, including the achievements and the problems existing in the implementation of the recruitment examination, including the design of the open recruitment examination system and the practice of the recruitment examination. This paper discusses the existing problems and the causes of these problems in the aspects of recruitment examination method and examination team construction. Through the comparison with the civil servant examination, this paper puts forward the enlightenment and reference to the public recruitment examination of the institution. Finally, from the aspects of perfecting the system of rules and regulations, standardizing the standard system of procedure, constructing the system of technical support for examination and optimizing the guarantee system of examination team, this paper puts forward the way to perfect the open recruitment examination for institutions in our country.
