京津冀一体化视角下的雄安新区行政体制机制创新

【摘要】：雄安新区承载着"创新城市管理样板"、"推进体制机制改革"、创建理想生活家园的时代期望。本文以京津冀一体化为视角,结合国家对新区的定位,以及我国既有新区建设和相关改革的经验,从新区行政管理机构设置、新区管委会与各级政府工作机制搭建,以及行政运行机制等制度设计三方面讨论新区行政体制机制创新与设计。文章认为,新区应充分利用管委会作为行政派出机构灵活机制,深入推进以行政权限性质为标准的"大部门"及"扁平化"管理机制建设,在国务院与京津冀协同发展领导小组及办公室的指导下,增强新区行政管理机构的回应性。在行政权限行使与运行的具体制度设计上,可根据建设需要,探索赋予新区权责一致的省级权限,搭建京津冀一体化行政审批机制,推进三地数据共享,行政许可标准化建设,创新"人工智能+政府服务"平台建设,并推动京津冀综合执法平台搭建。
[Abstract]:Xiong'an New District is carrying "innovative urban management model", "pushing forward the reform of system and mechanism", and creating the era expectation of ideal life home. From the perspective of the integration of Beijing, Tianjin and Hebei, combined with the orientation of the state to the new area, and the experience of the construction and related reform of the existing new district in our country, this paper sets up the new district administration organization, the new district management committee and the working mechanism of the government at all levels. This paper discusses the innovation and design of the administrative system mechanism in the new district from three aspects, such as the system design of the administrative operation mechanism. The paper holds that the new district should make full use of the flexible mechanism of the Administrative Committee as the administrative agency, and further promote the construction of the "large departments" and "flat" management mechanism, which is based on the nature of the administrative authority. Under the guidance of the leading Group and Office of the State Council and the Beijing-Tianjin-Hebei Coordination Development Group, the responsiveness of the administrative organs of the new district will be enhanced. With regard to the design of the specific system for the exercise and operation of the administrative authority, we may, according to the needs of the construction, explore and give the new district the same provincial authority and responsibilities, establish an integrated administrative examination and approval mechanism for Beijing, Tianjin and Hebei, promote the sharing of data among the three places, and standardize the construction of administrative licenses. Innovation "artificial intelligence government service" platform construction, and promote Beijing-Tianjin-Hebei comprehensive law enforcement platform.
