哈尔滨市城区基层社会治理问题研究

【摘要】：随着我国经济社会发展进程的加快,公共需求日渐膨胀,社会问题逐渐增多,基层社会治理逐渐提上政府议事日程,受到各界的广泛关注。治理本身具有主体多元化特征,各方面力量在社会治理活动中应加强协同与合作,在提高社会治理效率基础上关注服务质量。哈尔滨市地处东北,是祖国边疆省会城市,在经济与社会发达程度、人文地理环境等方面与发达地区存在一定的差异,反映了国内一部分城市的基本情况,具有一定的代表性。近年随着我国行政体制改革的不断深化,哈尔滨市在城区基层社会治理方面取得了相当的成绩,但同时也存在一定的问题。这些问题有理念上的,也有行动上的,有的是历史原因造成的,也有的是客观环境制约影响的。只有系统地剖析问题并分析其成因,才有可能找准问题的突破口。本文以治理理论为基础,以哈尔滨市城区基层社会治理现状和问题为线索,总结借鉴了先进地区在城区基层社会治理工作中的先进经验,提出一系列具体对策和办法,这其中包括创新基层社会治理理念,以服务为中心强化多元主体协同合作;强化职能,创新城区基层社会治理体制;理顺关系,提升城市基层社会治理能力;积极扶持社会组织的发展,增强自我管理自我服务功能;强化监督,建立科学的考评机制;加强基层社会工作者队伍建设,增加城区基层社会治理的软实力。通过这些思考与设计,希望能对哈尔滨市的基层社会治理整体水平的提升有所帮助。
[Abstract]:With the acceleration of the economic and social development process of our country, the public demand expands day by day, the social problem increases gradually, the grass-roots social governance is put on the government agenda gradually, receives the widespread concern from all walks of life. Governance itself has the pluralistic characteristics of the main body. The various forces should strengthen coordination and cooperation in the social governance activities and pay attention to the service quality on the basis of improving the efficiency of social governance. Harbin is located in the northeast and is the capital city of the frontier of the motherland. There are some differences between Harbin and the developed regions in the economic and social development degree, the humanities geographical environment and so on, which reflect the basic situation of some domestic cities and have certain representativeness. In recent years, with the deepening of administrative system reform in our country, Harbin has made considerable achievements in social governance at the grass-roots level in urban areas, but at the same time, there are still some problems. Some of these problems are conceptual, some are action, some are caused by historical reasons, and some are influenced by objective environment. Only by systematically analyzing the problem and analyzing its causes, can we find the breakthrough point of the problem. Based on the theory of governance and the current situation and problems of social governance at the grass-roots level in Harbin City, this paper summarizes and draws lessons from the advanced experience in the work of social governance at the grass-roots level in urban areas, and puts forward a series of concrete countermeasures and measures. This includes innovating the concept of grass-roots social governance, focusing on service to strengthen the cooperation of multiple subjects, strengthening functions, innovating urban grass-roots social governance system, straightening out relations, and promoting the ability of urban grass-roots social governance. Actively support the development of social organizations, strengthen the self-management self-service function, strengthen supervision, establish a scientific evaluation mechanism, strengthen the building of grass-roots social workers, increase the soft power of urban grass-roots social governance. Through these thinking and design, I hope to improve the overall level of grass-roots social governance in Harbin.
