国外政府制定公共政策的对比分析及其对中国的启示

【摘要】：政府制定公共政策的对比分析研究是公共政策研究领域的重要组成部分,对完善政府制度化建设、减少政策制定过程中的分歧与冲突具有相当重要的意义。合理的公共政策制定模式与方案既可以在满足大多数人民群众利益的前提下更好地配置政府资源,也能提升政府的执政效能,提高政策实施的准确性和规范性。近年来,随着各国政府改革的持续推进,公共政策的出台受到越来越多国家和国际组织的重视,一些发达国家相继开展了公共政策出台的相关研究工作。其中,美国、英国、加拿大、俄罗斯、日本等国家具有一定的代表性。我国政府在公共政策的制定建设研究领域与其他国家相比稍显薄弱,难以适应当前的现代化建设与社会法治化发展的需要。要深刻认识公共政策的科学制定对推动经济社会发展的重要意义,抓紧完善各级公共政策制定实施过程中的相关制度与规定。国外政府在公共政策制定领域的各类实践探索,可以为我国提供有益的借鉴和启示。
[Abstract]:The comparative analysis and research on the government making public policy is an important part in the field of public policy research. It is of great significance to perfect the construction of government system and reduce the differences and conflicts in the process of policy making. A reasonable public policy formulation model and scheme can not only better allocate government resources on the premise of satisfying the interests of the majority of the people, but also enhance the efficiency of government administration and improve the accuracy and standardization of policy implementation. In recent years, with the development of government reform, more and more countries and international organizations pay more and more attention to the introduction of public policies, and some developed countries have carried out research on public policies. Among them, the United States, the United Kingdom, Canada, Russia, Japan and other countries have a certain degree of representation. Compared with other countries, our government is a little weak in the field of public policy making and construction, which is difficult to meet the needs of the current modernization construction and the development of social rule by law. It is necessary to deeply understand the importance of the scientific formulation of public policies to the promotion of economic and social development, and to improve the relevant systems and regulations in the process of making and implementing public policies at all levels. Foreign governments in the field of public policy-making all kinds of practical exploration, for our country to provide useful reference and inspiration.
