苏州市吴江区政府“群租”治理问题研究

【摘要】:吴江是苏南经济发达地区,外来务工人员众多,与吴江本地户籍人口相当,而房价又一路上涨,于是,一种新型的居住形态——“群租”层出不穷地出现在吴江各区镇内,并且迅速扩散,给吴江区带来了很多社会问题。作为近年来新出现的一个社会问题,各界对于“群租”这一现象及其问题以及如何选择恰当的治理模式的研究才刚刚起步。因此,对苏州市吴江区“群租”进行专门研究,是法治吴江建设实践过程中十分重要的一个环节,是推进和谐乐居新吴江建设的一个必不可少的保障。首先,本文进行了理论方面的概述,包括“群租”的含义、“群租”与拼租、合租的差异、“群租”的成因以及“群租”治理方面的相关理论。接着,以吴江经济开发区为例,具体分析了当前吴江区政府在“群租”治理中采取的举措以及其中存在的问题和困难,由此得出,当前,吴江区政府在面对“群租”问题时,主要采取集中整治的方式进行治理,这样只能暂时性地对局部的“群租”区域起效,而不能真正的解决这一问题。同时更进一步分析得出政府在“群租”治理方面遭遇难题的真正原因,分别是法律法规不完善、“二房东”利益团体呈专业化和规模化、治理成本高而效果差、治理理念落后和住房产品供给结构失衡。然后,分别选取了京穗等国内大城市以及美、英、法等国外政府在“群租”治理中的做法和成功经验,并通过对比,发现这些国家和地方政府在“群租”治理方面有哪些可让吴江区政府学习和借鉴的先进经验和做法。在本文的最后,在前面分析的基础上,提出了可供吴江区政府采纳的较具针对性的对策和建议来完善当地的“群租”治理,分别是进一步完善相关立法、加强部门间统筹协调、扩大宣传教育、改善住房产品开发结构、加大力度建设集宿公寓等若干建议。本文的目的在于从苏州市吴江区政府治理“群租”的实际出发,为吴江区政府治理“群租”探索出一套较完善的管理机制,同时进一步推动政府更深层次地重视和研究制度中存在的问题并着手想办法予以解决。
[Abstract]:Wu Jiang is an economically developed area in southern Jiangsu, with a large number of migrant workers, which is equivalent to the local household registration population of Wu Jiang, and housing prices are rising all the way. Therefore, a new type of housing form, "Group Rent", appears endlessly in the towns of various districts of Wu Jiang. And the rapid spread of Wu Jiang has brought a lot of social problems. As a new social problem in recent years, the research on the phenomenon of "group rent" and its problems and how to choose the appropriate governance model has just started. Therefore, the special study on "group rent" in Suzhou Wu Jiang district is an important link in the practice of Wu Jiang construction under the rule of law, and it is an indispensable guarantee to promote the construction of new Wu Jiang of harmonious and happy residence. First of all, this paper gives an overview of the theory, including the meaning of "group rent", the difference between "group rent" and "group rent", the difference between "group rent" and "group rent", and the relevant theories on the governance of "group rent". Then, taking the Wu Jiang Economic Development Zone as an example, the paper concretely analyzes the measures taken by the current Wu Jiang District Government in the governance of "Group Rent" and the problems and difficulties existing therein. From this, it is concluded that, at present, the Wu Jiang District Government is facing the problem of "Group Rent". This paper mainly adopts the method of centralized management, which can only temporarily take effect on the local "group rent" area, but can not really solve this problem. At the same time, it is further analyzed that the real reasons for the problems encountered by the government in the governance of "group rent" are the imperfect laws and regulations, the specialization and scale of interest groups of the "two landlords", the high cost of governance and the poor results. Management concept backward and housing products supply structure imbalance. Then, it selects the practices and successful experiences of the governments of Beijing, Guangzhou and other major domestic cities, as well as the United States, Britain, France and other foreign governments in the governance of "group rent", and compares them with each other. Find out what advanced experiences and practices can be learned and learned by the governments of these countries and local governments in the area of "group rent" governance. At the end of this paper, on the basis of the previous analysis, the author puts forward the more targeted countermeasures and suggestions for the Wu Jiang district government to perfect the local "group rent" governance, which is to further improve the relevant legislation and strengthen the overall coordination between the departments. Expand publicity and education, improve the structure of housing product development, strengthen efforts to build residential apartments and other suggestions. The purpose of this paper is to explore a set of perfect management mechanism for the governance of "group rent" in Wu Jiang district of Wu Jiang from the point of view of the reality of "group rent" in Wu Jiang district of Suzhou. At the same time, the government should pay more attention to the problems existing in the system and try to solve them.
