我国海洋行政管理体制现状与改革方向研究

【摘要】：随着我国的改革开放和社会的发展,我国海洋事业也一派繁荣景象,但是由于传统的分散性行业管理体制的局限,使得政府管理涉海事务力不从心。第十二届全国人大审议并通过了新一轮国务院机构改革和职能转变方案,其中,国家海洋局的重组标志着我国海洋行政管理体制发生重大转折。本文在分析现阶段我国海洋行政管理体制的现状及存在问题的基础上,通过国外经验的借鉴与国内经验的总结,为完善和推动我国海洋行政管理体制改革提供参考建议和思考。文章主要分为以下五个部分进行阐述：第一部分为绪论,主要阐述了文章的研究背景与意义,文章研究的理论基础,国内外相关研究现状,以及文章的研究方法。第二部分是对海洋行政管理体制的研究概述,厘清了海洋行政管理体制的内涵、基本类型和影响因素。第三部分论述我国海洋行政管理体制演变、现状及存在的问题。第四部分是对具有代表性的海洋强国其海洋行政管理体制改革实践的研究,总结对我国现阶段海洋行政管理体制改革发展所带来的启示。第五部分明确了我国海洋行政管理体制改革的原则,对完善和推进我国海洋行政管理体制改革所提出了相关建议及对未来发展的思考展望。
[Abstract]:With the reform and opening up of our country and the development of our society, the marine business of our country is also prosperous, but because of the limitation of the traditional decentralized industry management system, the government is unable to manage the affairs related to the sea. The Twelfth National people's Congress deliberated and adopted a new round of structural reform and functional transformation plan of the State Council, in which the reorganization of the State Oceanic Administration marked a major turning point in China's marine administration system. On the basis of analyzing the present situation and existing problems of China's marine administration system, this paper provides some suggestions and suggestions for perfecting and promoting the reform of our country's marine administration system through the reference of foreign experience and the summary of domestic experience. The article is divided into the following five parts: the first part is the introduction, mainly describes the research background and significance of the article, the theoretical basis of the article, domestic and foreign related research status, as well as the research methods of the article. The second part is an overview of the research on the marine administrative system, clarifying the connotation, basic types and influencing factors of the marine administrative system. The third part discusses the evolution, current situation and existing problems of China's marine administration system. The fourth part is the research on the practice of the reform of the marine administration system of the representative marine powers, and summarizes the enlightenment brought about by the reform and development of the marine administration system in our country at the present stage. The fifth part clarifies the principles of the reform of China's marine administration system, and puts forward some relevant suggestions to improve and promote the reform of our country's marine administration system, as well as some thoughts and prospects for the future development of our country's marine administration system.
