【摘要】：近几十年以来,社会组织在世界各国的发展异常迅猛,甚至有许多学者把这种现象称作是“全球社团革命”,并认为其意义与民族国家的兴起对20世纪产生的意义一样重大。社会组织作为一种国家体系之外的力量,积极地承担着社会事务,参与社会管理和公共服务职责,对我国政府的行政改革起着极大的推动作用。当前,我国已进入社会组织快速发展的历史时期,社会组织将在我国政治、经济和社会生活中扮演越来越重要的角色。但是,目前我市的社会组织还处在起步阶段,各方面都不规范,需要政府对其进行正确的引导。论文着眼于我市社会组织的发展现状,剖析阻碍其发展的原因,研究今后阳江地区社会组织发展的对策思考。本研究主要采用文献分析、深度访谈和调查问卷等方法,通过文献资料的研究收集和对调查问卷的分析整理,对阳江地区社会组织的发展现状进行剖析,分析其主要做法、成效、存在问题及其成因,借鉴国内外经验,从而对本地区社会组织的发展提出对策建议。通过研究得出结论:要进一步推进我市社会组织的发展,必须要统一思想,切实加强党和政府对社会组织的领导;壮大社会组织发展空间;规范社会组织管理;加大扶持力度,加强财税政策扶持;完善政府向社会组织购买公共服务的选择路径和加大人才培育引进力度。
[Abstract]:In recent decades, social organizations have developed very rapidly in the world. Many scholars even call this phenomenon a "global community revolution", and believe that its significance is as significant as the rise of the national state in twentieth Century. As a force outside the national system, social organizations actively undertake social affairs. Taking part in the responsibility of social management and public service plays a great role in promoting the administrative reform of our government. At present, our country has entered the historical period of rapid development of social organization, and the social organization will play a more and more important role in the political, economic and social life of our country. However, the social organization of our city is still at the beginning. At the stage, all aspects are not standardized and need the government to guide them correctly. The paper focuses on the development status of the social organization in our city, analyzes the reasons for hindering its development, and studies the Countermeasures for the development of the social organization in Yangjiang. The research collects and collects the survey questionnaire, analyzes the development status of the social organization in Yangjiang area, analyzes its main practice, results, problems and causes, and draws lessons from domestic and foreign experience, and then puts forward some countermeasures and suggestions to the development of local social organizations. To develop, we must unify the thought, strengthen the leadership of the party and the government to the social organization, strengthen the development space of the social organization, standardize the management of the social organization, strengthen the support, strengthen the support of the fiscal and tax policy, perfect the choice path of the government to buy public services to the social organizations, and increase the strength of the talent cultivation and introduction.
