共享发展视野的行政管理体制改革:例证一个直辖市

【摘要】：推进共享发展在地区层面体现为着力解决城乡差距、地区差距、贫富差距问题。重庆市围绕共享发展推出了一系列创新性的举措,形成了效率优先、兼顾公平的实践框架,在行政管理体制改革中处理好政府与市场关系,在经济社会发展中处理好效率与公平关系,在民生发展中处理好共富与共享关系,实现了城乡差距和地区差距的有效缩减,遏制了贫富差距扩大化的趋势。这为我国行政管理体制改革提供了有益的经验借鉴。
[Abstract]:The promotion of shared development at the regional level embodies in the efforts to solve the gap between urban and rural areas, regional disparities, the gap between rich and poor. Chongqing has launched a series of innovative measures around shared development, forming a practical framework that gives priority to efficiency and gives consideration to fairness, and deals well with the relationship between the government and the market in the reform of the administrative management system. In the process of economic and social development, the relationship between efficiency and equity is handled well, and the relationship between the rich and the poor is well handled in the development of the people's livelihood. The effective reduction of the gap between urban and rural areas and regions is realized, and the widening trend of the gap between the rich and the poor is restrained. This has provided the beneficial experience for our country administrative management system reform.
