【摘要】：正简政放权是新时期全面深化改革和全面依法治国的重要抓手,是我国全面转变政府职能的突破口。2015年,国务院党组会议要求消除行政审批灰色地带,整治"红顶中介"。整治实施以来效果明显,但仍存在一些突出问题。"红顶中介"通过形形色色的手续、关卡、资质、认证,继续蚕食着行政审批改革的红利,必须切实整治"红顶中介"。
