元治理视域下政府公共治理的行为逻辑与策略选择

【摘要】：通过对公共治理困境进行系统分析梳理,认为元治理作为对治理理论的反思,其理论优势对于政府改善社会治理具有启发意义。基于元治理的内涵,剖析了公共治理下政府的行为逻辑,即政府应承担远景规划、组织引领、冲突处理的责任。研究发现,在元治理的视角下,政府提升治理能力需要加强内部治理,推进简政放权、放管结合;扶持市场力量和社会组织,强化它们的责任意识;平衡利益需求,有效应对治理失灵;构建治理主体互动平台,提升协同治理能力。
[Abstract]:Through a systematic analysis of the plight of public governance, it is considered that meta-governance is a reflection of governance theory, and its theoretical advantages are instructive for the government to improve social governance. Based on the connotation of meta-governance, this paper analyzes the behavior logic of government under public governance, that is, the government should bear the responsibility of long-term planning, organization leading and conflict management. The study found that in the perspective of meta-governance, the government needs to strengthen internal governance, promote the decentralization of power, the combination of management, support market forces and social organizations, strengthen their sense of responsibility, balance the interests of demand, To deal with governance failure effectively; to construct the interactive platform of governance subject, and to enhance the ability of collaborative governance.
