后选举民主:村民权利实现与村民自治制度的完善——玉林市福绵区“村务商议团”的实践表达

【摘要】：广西玉林市福绵区在解决新时期召开村民代表大会"决策难"、民主管理"落实难"、民主"监督难"的问题上,创新实践了"村务商议团"的形式,作为新形势下农村基层组织管理模式的有益探索,实施以来受到了村"两委"干部、"村务商议团"成员和广大村民的认可和欢迎。实践证明,福绵区的"村务商议团"民主管理模式可以适应农民群众日益增长的参与热情,保障村民权利的实现从而完善村民自治制度。同时,"村务商议团"模式在实践中也存在需要进一步展开探讨的问题。
[Abstract]:Fumian District of Yulin City in Guangxi has innovated and put into practice the form of "village affairs consultation group" in solving the problems of "difficult decision making", "difficult implementation" of democratic management and "difficult supervision" in the convening of villagers' Congress in the new period. As a beneficial exploration of the management mode of the rural grass-roots organization under the new situation, it has been accepted and welcomed by the cadres of the "two committees of the village", the members of the "village affairs consultation group" and the broad masses of villagers since its implementation. Practice has proved that the democratic management mode of village affairs consultation group in Fumian District can adapt to the increasing enthusiasm of farmers' participation, guarantee the realization of villagers' rights and perfect the system of villagers' autonomy. At the same time, the model of village affairs consultation group also needs further discussion in practice.
